The Program Manager supports Norsk Titanium's engineering and manufacturing operations by performing metallographic and materials testing, analysis, and documentation. This role plays a key part in ensuring material quality, supporting customer qualifications, and maintaining robust laboratory standards within a regulated manufacturing environment.

Key Responsibilities

  • Manages assigned U.S. Navy, Department of Defense and related programs in alignment with customer requirements, contractual commitments, and company objectives
  • Serves as the primary point of contact for program-related matters with U.S. customers and relevant internal stakeholders
  • Leads program plans, schedules, milestones, cost, and technical performance - tracking progress, identifying and mitigating risks and issues, driving closure on open actions, and escalating to management as needed
  • Coordinates internal stakeholders across engineering, operations, quality, supply chain, finance, commercial, and product management to ensure alignment and timely resolution of issues
  • Ensures contract deliverables, reporting requirements, and customer commitments are tracked and completed on time and in accordance with contractual requirements while driving a customer-centric culture
  • Prepares and presents program status, reviews, reports, and decision support materials to customers and internal management

Qualifications

  • Bachelor's or Master's degree in engineering, business, program management, or a related field; PMP, DAU, or DAWIA certification preferred
  • 5+ years of program or project management experience in defense, aerospace, or government contracting, including demonstrated experience managing U.S. Navy, DoD, or U.S. Government customer programs
  • Strong knowledge of program execution in a government contracting environment, including statements of work, deliverables, customer reviews, and change management
  • Experience leading cross-functional teams in manufacturing, engineering, aerospace, defense, or other complex product delivery environments
  • Knowledge of quality and compliance frameworks relevant to aerospace and defense environments, such as AS9100 or ISO9001, preferred

Additional Requirements

  • Strong leadership, organizational, and execution skills with the ability to drive accountability across cross-functional teams
  • Excellent written and verbal communication skills, including the ability to brief customers, executives, and technical stakeholders as appropriate for the audience
  • Strong analytical, problem-solving, and decision-making skills with attention to detail
  • Ability to manage multiple programs and priorities simultaneously in a highly regulated, deadline-driven environment
  • Demonstrated ability to build trusted relationships with customers, internal stakeholders, and external partners
  • U.S. Person status required due to access to exportcontrolled technical data (ITAR)
  • Ability to meet the physical demands of the role, with reasonable accommodations available
