Job description

THIS IS A NON-PERMANENT POSITION. YOU DO NOT ACQUIRE COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION.

General Background:
This is a personal services contract position serving as a Program Analyst, for the Bureau of Arms Control and Nonproliferationโ€™s Office of Cooperative Threat Reduction (ACN/CTR) at the U.S. Department of State. Through implementation of security assistance projects, ACN/CTR implements innovative, efficient, and cost-effective threat-driven programming that protects U.S. national and economic security and prevents U.S. adversaries from developing, acquiring, or using WMD, delivery systems, advanced conventional weapons, and dual-use advanced and emerging technologies. The position will be based in Washington, DC and the incumbent is expected to be onsite in accordance with Department policies.

The incumbent will oversee the Congressional Notification process for ACN/CTRโ€™s security assistance appropriation and supplemental funding.ย  The incumbent will work closely across the office on budget justification processes to help notify CTRโ€™s annual budget within specific set milestones and deadlines. The incumbent will also work closely with program teams to effectively advocate for ACN/CTR program priorities. The incumbent will develop justifications, presentations, and other supporting materials for State Department leadership to be used in department, interagency, White House, and congressional interactions.
This position will also lead ACN/CTRโ€™s participation and response to oversight requests from the Office of Inspector General and the Government Accountability Office, whether specific to ACN/CTR or as part of larger reviews of assistance towards a country or line of effort. This will include leveraging ACN/CTR specific data to meet requests for information on existing or planned programming and working with other programs in ACN to provide Bureau-wide responses.

Responsibilities:
  • Understand foreign assistance requirements and track changing policy guidance on program implementation in ACN/CTR partner countries.
  • Draft, coordinate, and seek input on multiple annual Congressional Notifications (CN) packages, including coordinating closely within the Department, OMB, and seeking approval from the relevant Congressional Committees.
  • Liaise and develop strong relationships with the relevant Department foreign assistance, legal, regional, congressional, and post stakeholders.
  • Draft and develop office-wide strategies on the planning, processing, and execution of the officeโ€™s CNs.
  • At the direction of ACN/CTR management, develop briefings, speeches, and other materials in support of congressional or interagency briefings to support critical threat reduction efforts.
  • Support external requests for briefings on ACN/CTR programming and activities.
  • Actively monitor and report on Congressional priorities with issues relating to ACN/CTR activities and countries, to include hearings and RFIs.
  • Work with ACN/CTR management and program advisors to respond to reviews by the Office of Inspector General and Government Accountability Office.
  • Monitor and report out on the status of Congressional appropriations to include bills and committee reports.
  • Monitor and report out OMB directives and other Administration guidance that may impact ACN/CTR programming.
  • Coordinate with ACN, State Department, U.S. interagency partners, foreign government partners, and implementers to ensure ACN/CTR threat reduction activities are implemented effectively and efficiently.
  • Coordinate with ACN/CTR and, the Bureau of the Comptroller and Global Financial Services (CGFS), Office of Foreign Assistance Oversight (F/FAO), the Office of the Legal Advisor (L), the Bureau of Legislative Affairs (H), regional bureaus, and others in support of the execution and oversight of ACN/CTRโ€™s annual budget.
  • Collect and analyze office-wide inputs for required qualitative and quantitative data submissions and requests for information.
  • Serve as a Grants Office Representative (GOR) for ACN/CTR grants and cooperative agreements, and supporting the execution, oversight, and closeout of foreign assistance awards.
  • Other activities as assigned by the ACN/CTR Office Director, Deputy Director, and Team Chief and Deputy Team Chief.

Qualifications:
  • Previous experience liaising with congressional staff, a plus.
  • Previous experience working as congressional staff in appropriations is a significant plus.
  • Familiarity with the congressional notification process is a plus.
  • Familiarity with appropriations law and their applications in foreign assistance is a plus.
  • Familiarity with federal government appropriation and obligation processes.
  • Ability to communicate clearly and efficiently and work cooperatively with stakeholders at multiple levels.
  • Ability to write quickly, precisely, and clearly.
  • Ability to work in a fast-paced environment and experience triaging competing priorities.
  • Excellent organizational and teamwork skills.
  • Excellent problem-solving skills.
  • Ability to convince others external to your office to meet tight and often challenging deadlines.
  • Knowledge and demonstrated experience with federal assistance funds, including budget analysis, execution, organization, and management.
  • Active U.S. Government Secret-level security clearance strongly preferred.

Benefits:
Annual & Sick Leave:
The individual selected will earn annual and sick leave in accordance with OPM regulations, the employee will be paid for federal holidays that fall within their regularly scheduled tour of duty. Those entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates.

Health & Life Insurance Reimbursement:
Personal Services Contractor may be provided a maximum of up to seventy-two percent (72%) against actual costs of their annual health and 50% life insurance premiums, not to exceed $500 annually. Eligibility for reimbursement requires evidence of enrollment in a qualifying health insurance plan and proof of actual payment of the associated health premiums.
