Ability to travel to and from Mechanicsburg, PA is required

ASI Government is building a team of Other Transaction (OT) and Commercial Solutions Opening (CSO) practitioners to help NAVSUP stand up a sustainable, enterprise-wide OT/CSO capability. Two Institutional-Posturing SMEs are needed to work at the NAVSUP Headquarters level — building the policy, governance, and workforce foundation that will let NAVSUP's new acquisition flexibility scale well beyond the pilot office and reach programs across the enterprise.

Key Responsibilities:

  • Establish a documented process for qualifying, appointing, and warranting Agreements Officers.
  • Help NAVSUP develop internal OT and CSO guidelines, templates, guides, handbooks, and decision tools.
  • Partner with policy, legal, finance, and NAVSUP leadership to build institutional support for OT/CSO use.
  • Help define review pathways, approval processes, delegations of authority, and governance structures.
  • Coordinate with the Department of War Acquisition University (WarAU) to identify or develop appropriate training for the OT/CSO workforce.
  • Support development of NAVSUP's broader OT/CSO education program, in partnership with the Education SME.

Required:

  • Experience as an OT and/or CSO practitioner, with a practical understanding of how these authorities are used from requirement through award.
  • Experience developing policy, guidelines, templates, or governance frameworks within a federal acquisition organization.
  • Familiarity with the Agreements Officer warranting/qualification process (or comparable Contracting Officer warranting processes).
  • Strong stakeholder management skills; comfortable working across policy, legal, finance, and senior leadership.
  • Active Secret clearance required at time of hire.
  • Based in or within regular commuting/travel distance of the Philadelphia, PA metro area, with willingness to travel to NAVSUP Headquarters in Mechanicsburg, PA as needed.

Preferred:

  • Prior experience building or maturing an OT/CSO (or similar non-FAR) capability within a DoD organization.
  • DAWIA Contracting certification (or equivalent), FAC-C, or FAC-COR credentials.
  • Experience developing training curricula or coordinating with acquisition training organizations (e.g., WarAU, formerly DAU).
  • Prior experience supporting Navy or NAVSUP programs.
