CONSTRUCTION SURVEILLANCE ENGINEERย (CSE) - Key West, FL
BACKGROUND ON THE POSITION:
Theย Construction Surveillance Engineer (CSE)ย willย provide management support to theย FEAD/ROICC for construction services such as construction inspection, quality assurance,ย monitoring safety and environmental compliance and contract administration.
KEYS FOR SUCCESS:
- Bachelor's Degree in one of the following areas: a degree in engineeringย from an ABET accredited university; a degree in construction management from anย ABET or ACCE accredited university; or a degree in architecture from a NAABย accredited university. The CSE may substitute the degree requirement with anย additional five (5) years of experience beyond the next experience requirement.
- A minimum of seven (7) years of experience as a Construction Manager, Fieldย Engineer, Project Engineer or Quality Control Manager on commercial/industrial typeย facilities, utility or waterfront related contracts valued in excess of $5 million.
- Knowledge of construction scheduling methods and familiarity with the use ofย scheduling software, including but not limited to Primavera Suretrak/P3/P6 andย Microsoft Project.
- Must hold a certificate in USACE Construction Quality Management (CQM) for Contractorsย Training (maintain valid 5-year certificate) or obtain certification within 60 days of onboarding.
DUTIES AND RESPONSIBILITIES:
- The ASC shall provide all labor, material, and equipmentย necessary for the CSE to complete the work described in the paragraphs below. In addition, theย Government may request the ASC provide a CSE with discipline or project specific typeย experience (structural, electrical, mechanical or civil) in support of the oversight requirements ofย this project. The CSE with discipline or project specific type experience must have theย qualifications listed in below QUALIFICATIONS section.
- Coordinate requests from Construction Contractor and Client. Coordinate request from theย construction Contractor for outage requests, excavation permits, burn permits, haul routes and
other similar items. This will require liaison with the FEAD/ROICC and appropriate baseย personnel (Security, Public Works, Fire Department, etc.). The CSE shall track status of theย various requests and anything pending after three (3) calendar days shall be investigated and aย report made to the FEAD/ROICC. This service shall be provided continuously as required duringย the construction period for the construction contract. - Attend Meetings and Conferences. The CSE shall attend meetings and conferences. Thisย task includes attending, taking notes, providing information to the FEAD/ROICC or the
FEAD/ROICC's representative at the following meetings, conferences and briefings:- Preconstruction Conference. The CSE shall attend the preconstruction conference,ย which may occur at the beginning of each project. The location, date and time of the conferenceย will be provided by the FEAD/ROICC by email normally about two weeks prior to theย conference. The purpose of the conference is to present to the construction Contractor theย administrative information necessary for execution of the construction contract, as well as toย present a forum in which those personnel involved in the execution, construction management,ย and administration of the construction contract may meet one another, discuss relationships underย the contract, and offer and receive clarification on points related to contract administration. Theย CSE shall assure attendance of those personnel who will perform on-site constructionย management of the construction contract. These personnel will be introduced and their functionsย explained to the construction Contractor. Procedures for review of various submittals andย payment requests of the construction Contractor, including the function of the constructionย management Contractor in the review of these submittals will be explained. Written minutes ofย the conference shall be taken by the CSE and provided to the prime construction Contractor andย other meeting attendees. The CSE shall keep the firm's notes on the proceeding of the conferenceย insofar as they affect the firm's responsibilities under this contract.
- Safety Meetings. The CSE shall attend safety meetings called by the FEAD/ROICCย with the construction Contractor. At these meetings, the CSE shall be prepared to discuss anyย safety infractions committed by the construction Contractor, with information as to specificย paragraphs of the U.S. Army Corps of Engineers Safety Manual violated by the constructionย Contractor, and to offer advice to the FEAD/ROICC on safety matters related to the constructionย contract. The frequency of these meetings is dependent on the risk exposure of the job and theย performance of the construction Contractor.
- Contractor Quality Control (CQC) Meetings. The CSE shall participate with theย Government in CQC meetings with the construction Contractor. At the beginning of each project,ย there will be a QC Mutual Understanding meeting to discuss the construction Contractor's QCย plan. The CSE shall plan on one CQC meeting per week per contract. The execution of the CQCย plan by the construction contractor will be discussed at these meetings. The CSE shall be calledย on to provide assessments of the construction CQC performance.
- Partnering Meetings. The CSE shall attend Partnering Meetings as they occur. To mostย effectively accomplish this contract, the Government requires the formation of a cohesiveย partnership within the Project Team whose members are from the FEAD/ROICC Government
and contractor personnel), the Contractor and their Subcontractors. Key personnel from theย Supported Command, the End User (who will occupy the facility), the Government Design andย Construction team and Subject Matter Experts, the Installation, the Contractor andย Subcontractors, and the Designer of Record will be invited to participate in the Partneringย process. The Partnership will draw on the strength of each organization in an effort to achieve aย project that is without any safety mishaps, conforms to the Contract, and stays within budget andย on schedule. - Other Conferences and Meetings. The CSE shall attend other conferences called by theย Government with the construction Contractor to discuss partnering, scheduling, potential claims,ย Red Zone, specific areas of work or problems during the progress of the construction contract.ย The CSE shall ensure the attendance at these conferences of those personnel directly involved inย the area being discussed (specific problem or item) to offer to the Government information andย advice on the subject being discussed as the management personnel for the Government
- Provide Construction Briefings and Reports. The CSE shall conduct construction progressย briefings once every week for the Government FEAD/ROICC Representative. At that time, theย CSE shall brief Government personnel on the status of construction as determined by theย construction management performed by CSE. In addition to general progress on eachย construction contract, significant events, problems, starts or completion shall be briefed. The CSEย shall provide at this meeting three copies of a Construction Progress report detailing theย highlights of the briefing. The report shall be as designated by the Government and may be in anyย logical format but will list the title and number of each construction contract; percent complete,ย both actual and scheduled, anticipated completion date, and a brief narrative of progress madeย during the period reported on as well as significant highlights to include quality, safety,ย environmental, schedule non-compliance, and pending government actions that may be holdingย up progress. The progress report for each contract assigned and submitted on the last Friday ofย the month shall include an estimate of anticipated Work-In-Place (WIP) for the remainder of theย fiscal year. For each project that falls below its corresponding WIP projection for the month, theย CSE shall provide an explanation for the difference in WIP. The CSE shall also provide informalย construction management updates to the Government representatives.
- Review of Submittals. When applicable the CSE shall provide review of submittalsย designated for "Government" approval. Review shall include reviewing and providing writtenย comments and recommendations, for approval or disapproval, to the Contracting Officer'sย Representative (COR) within duration identified for each submittal by FEAD/ROICC
Leadership).ย Provide construction schedule review/analysis and notes/comments/recommendations on the following:- ???????Progress Schedules and Network Diagrams. The CSE shall review progress charts andย schedules for construction Contractors required under FAR clause 52.236-15 entitled "Schedulesย for Construction Contracts" of the Contract Clauses and Division One of the constructionย contract and normally are submitted in the form of detailed P6 Critical Path Method (CPM)ย Network Analysis Schedule.
- Network Diagrams. The CSE shall check the CPM network analysis using theย following checklist:
a. Review and analyze the proposed Baseline Schedule, weekly 3-week look aheadย schedules, monthly schedule updates, monthly Schedule Variance Control diagrams andย associated reports.
b. Ensure Contractor compliance with contract scheduling requirements and accepted
scheduling practices; validate Contractor schedule default settings are consistent withย contract requirements.
c. Verify that the construction schedule accurately documents activity progress.
d. Verify that the construction schedule accurately shows the current plan to complete theย remaining work.
e. Confirm that the Contractor is following the plan for construction shown on theย construction schedule.
f. Provide schedule review comments and recommendations for acceptance.
g. Provide early warning when projects begin to slide off schedule.
h. Identify schedule delay factors.
i. Provide possible solutions for mitigating schedule impacts.
j. Monitor resolution of scheduling issues by the Contractor.
k. Attend project scheduling meetings with FEAD/ROICC staff and/or Contractor.
l. Prepare and submit project schedule status reports monthly.
m. Perform required analyses on schedule impact assessments and provide request forย contract modification and equitable adjustment.
n. Review the network for logic of dependencies, for logic of the critical path determinedย by the construction Contractor, and logic of durations, activity start and finish times andย costs assigned to individual activities. - Schedule Submittal Requirements. When schedules are submitted by the constructionย Contractor, the CSE shall submit written comments within duration identified by FEAD/ROICCย leadership. The CSE shall submit written comments in any appropriate format which presents theย schedule, the problem with the schedule (if any), and the recommendation for improving theย schedule.
- Contractor's Safety Plan. The CSE shall review the safety plan submitted to theย FEAD/ROICC by the construction Contractor. The plan shall be reviewed for compliance withย the terms of the construction contract and comments provided to the FEAD/ROICC in the formย of a draft email/letter from the FEAD/ROICC to the construction Contractor outlining anyย problems and providing recommendations to bring the plan into conformance. Provide reviewย within duration identified by FEAD/ROICC Leadership.
- CQC Plan. Where applicable, the CSE shall review the QC Plan submitted by theย construction contractor for compliance with contract requirements. The CSE shall provideย comments to the FEAD/ROICC recommending approval, or disapproval if the plan fails to meetย contract requirements within duration identified by FEAD/ROICC Leadership,
- Monitor construction work for project CQC compliance with the contract and Contractor submittedย plans. The CSE shall monitor the construction work using as guides those documentsย listed in this scope of work under the paragraph entitled "Applicable Documents". The CSE shallย assure that the quality control management performed by the construction Contractor is adequateย to assure that construction is in compliance with contract documents. The CSE shall performย checks of the construction to assure adequacy of the construction Contractor's quality controlย program. When necessary to assure contract compliance, the CSE shall visit the construction siteย when the construction Contractor is working. If the construction Contractor has submitted a CPMย Network schedule to the Government, then the CSE shall note on the Constructionย Representative's Report (CRR) the start and completion dates of each network activity as
occurring. The Activity ID for each activity shall be listed as well as the start and completionย dates. In addition to performing checks of the construction Contractor's quality control, the CSE
shall monitor the construction Contractor's execution of the CQC plan to assure adequateย performance under the requirements of the construction contract. This process of construction
management and monitoring the construction, and execution of the CQC plan is referred to asย "inspection/management". Problems, deficiencies, or inadequacies with the construction
Contractor's construction, quality control, or execution of the CQC plan shall be noted by theย CSE on the CRR as set forth below. Recommendations for correction of problems, deficiencies,
