Job Summary
The Battelle Chantilly, VA FSO supervises the operation of multiple classified facilities and provides security support across three Battelle locations in Chantilly and Crystal City. This position ensures security measures are effectively implemented to safeguard unclassified and classified national security information managed by Battelle under the National Industrial Security Program (NISP), Intelligence Community (IC) requirements, and applicable government directives. The role supports multiple clients and programs, deploys resources to reduce risk across client groups, applies consistent operational standards for security administration, and maintains audit readiness in alignment with corporate, DCSA, and IC requirements.
Responsibilities
  • Floats between and provides security coverage for three Battelle locations in Chantilly and Crystal City to support operational needs, client requirements, inspections, and program continuity.
  • Interprets government security regulations and applies them as necessary to the security program through the establishment of procedures and interaction with staff to ensure awareness and compliance.
  • Routinely meets with facility and program managers to discuss various client contractual needs.
  • Oversees security support for multiple clients and programs, ensuring contractual security requirements are understood, implemented, monitored, and maintained for compliance and audit readiness.
  • Knowledge of ICD-705 SCIF construction and maintenance requirements.
  • Serves as a liaison with the Defense Counterintelligence and Security Agency (DCSA), Intelligence Community (IC) customers, DARPA, and other U.S. Government agencies for security compliance matters at on-site and off-site locations.
  • Responsible for security program self-inspections, audit preparation, and corrective action readiness related to DCSA and other U.S. Government agency inspections.
  • Provides ISSO auditing support and back-up ISSO responsibilities as needed, including review of security documentation, audit artifacts, system compliance evidence, and corrective action tracking.
  • Completes investigations into security incidents and filing the required reports to government agencies.
  • Develops and presents security briefings that include new staff security orientation, initial security clearance, refresher security clearance, and contract/topic specific briefings as needed.
  • Oversees classified document control functions. Conducts inventories as needed and educates staff on the proper marking and handling procedures.
  • Maintain proficiency in all security applications such as the Defense Information System for Security (DISS), Security Information Management System (SIMS), Electronic questionnaires for Investigations Processing (eQIP), or similar government systems; client specific databases, Lenel, ADT, and Communications Security (COMSEC) equipment.
  • Manage the security aspects of contracts and subcontracts for classified programs.
  • Review contractual documents such as statement of work, DD 254, and classification guides and other related contract parts to ensure consistent application of security requirements. Issue subcontract DD254s to flow down the security requirements to a subcontractor.
  • Liaison with client and subcontractor security staff to resolve contracting and subcontracting security issues.
  • Advise Program staff and managers on contractual security requirements.
  • Maintains required records per government regulations.

Key Qualifications
  • A bachelor's degree
  • Requires 5 years of relevant and successful CSSO, CPSO or FSO experience
  • Current Top Secret/SCI security clearance eligibility
  • Functional knowledge of governing regulations; NISPOM (32 CFR, Part 117), ISLs, and ICDs
  • Strong working knowledge of DCSA and IC security requirements, policies, inspection expectations, and compliance practices.

Preferred Qualifications
  • IC and SAP security experience

Battelle is committed to fair and equitable compensation practices. The salary range for this role is $97,800 - $139,400 per year, in addition to our comprehensive benefits package. A candidate's salary is determined by various factors, including but not limited to education, relevant work experience, skills, and certifications. Salary ranges may vary based on geographic location and market conditions.
