Job description

Supervisory Clinical Laboratory Scientist

The Supervisory Clinical Laboratory Scientist (CLS) serves as a Laboratory Manager. The incumbent shares, with the chief of laboratory service, full responsibility for managing and supervising all phases of laboratory service operations. This position is located in the Pathology and Laboratory Medical Service; Hampton VA Medical Center, and associated CBOCs. The Clinical Laboratory Scientist (CLS) exercises a full range of supervisory responsibilities in planning, directing, and assessing work of subordinate staff. The CLS serves as an authority and subject matter expert on laboratory medicine including research, agency policies, new techniques, and procedures. The CLS plans and assigns work based on priorities, requirements of assignments, and abilities of employees; provides advice and counsel; and evaluates work of subordinates.

Major duties include but not limited to:

  • Develops guidelines for operations at Hampton VAMC Pathology & Laboratory Medicine Service.
  • Establishes and leads the VISN service and commodities teams for the acquisition and maintenance of the VISN Blanket Purchase Agreement Contracts. Develops "Statement of Work" documents and evaluation criteria with VISN laboratories technical experts. Submits "Statement of Work" and evaluation criteria to VISN 6 contracting service for incorporation into VISNequipment and service contracts. Coordinate with VISN laboratories submission of required inform needed by VISN Contracting Service and legal review auditors.
  • Assesses Hampton VAMC Pathology & Laboratory Medicine Service and VISN laboratory effectiveness. Surveys VISN laboratories for test volumes, equipment in use and vendor support. Submits workload analysis to VISNContracting Service for baseline reference material and to incorporate in contract solicitation. Coordinates VISN laboratories equipment needs and workload with contractor's placement of equipment in each facility laboratory.
  • Ensure establishment and maintenance of quality assurance programs. Routinely correspond with VISN laboratories and contractors concerning quality assurance issues and contract compliance. Facilitate communication between VISN laboratories and contractors to correct problems.
  • Serves as an authority on laboratory medicine. Serves as a technical expert for VISN laboratory concerning equipment and service needs. Attends contractor debriefings and provides technical information to the contracting officer.
  • Serves as a consultant to local management and VISN Contracting Service for laboratory service equipment and service needs.
  • Keeps abreast of current research, clinical methods, and technical advances in the field.
  • Develops and integrates new techniques, and procedures into laboratory programs.
  • Provides direction and guidance to staff.
  • Develops and manages program budget. Reviews VISN contract expenditures and advises VISN Contracting Service of issues to address or benefits to apply to improve the effectiveness of the contract.
  • Establishes educational affiliation agreements with educational institutions in the community, ensures staff provide clinical practicum courses, and schedule student rotations at Hampton VAMC Pathology & Laboratory Medicine Service.
  • Maintains staffing throughout the laboratory through active recruitment and personnel selection functions. Ensures that the laboratory organizational chart is current.
  • Interprets and provides technical guidance on agency policies and procedures.
  • Assesses laboratory needs and obtains resources for providing and coordinating procurement of supplies, equipment, and services.
