POSITION OVERVIEW Crime analysts identify patterns and gather actionable data to help police command personnel allocate their officers, detectives, and other assets more effectively. Analysts at this level should have the skill set of Crime Analyst I & II and are expected to perform the duties indicated in this job description. This is a senior-level position requiring advanced technical expertise, independent judgment, and the ability to mentor lower-level analysts.

Key Responsibilities Tactical Analysis Develop and produce crime maps using GIS applications and conduct spatial analysis of crime data using real-time data sources. Identify countywide spatial and temporal crime patterns and trends. Provide accurate, timely, and relevant analysis of crime patterns and trends that aid in the efficient deployment of department resources and increase apprehensions and the clearance of criminal cases.

Analyze known offenders' MOs and establish timelines to perform suspect/crime correlation in order to provide suspect leads and targets for surveillance or directed patrol. Prepare numerous maps, charts, and graphs indicating criminal trends and provide analysis and explanations for these trends, as well as correlations and indicators (e.g., possible suspects responsible for increases and decreases in specific crimes). With five (5) years of agency knowledge, serve as an agency liaison; attend briefings, detective and crime analyst meetings; share information gleaned as relevant to department personnel for increased awareness, response planning, or investigative support

Identify crime series both within and outside the jurisdiction. Recommend an investigative strategy and coordinate information exchange between the department and detectives from outside agencies. Provide timely and actionable information and intelligence regarding past, present, and future crimes and crime trends.

Coordinate the information flow and work efforts among crime analysts and investigators with law enforcement agencies throughout the region. Retrieve and analyze various crime, incident, call for service, arrest, and other data generated throughout the department. Create a variety of files to identify and cross-reference stolen property, arrests by type, and known and suspected offenders of criminal activity.

Conduct tactical crime analysis, identifying current crime series and hotspots; prepare bulletins and tactical action plans. Forecast criminal trends based on computer analyses of current and past criminal activity. Develop, organize, analyze, and disseminate information on crime patterns and trends to provide operational units with knowledge for effective operational strategies.

Provide input and direction for command staff relating to the use of analytical products for intelligence-led policing and informed decision making. Prepare a variety of crime bulletins and reports based on analysis of crime patterns and trends and provide recommendations to develop the best strategies to address the patterns. Develop statistical data resources to assist in proactive and targeted investigations, preventative enforcement, and identification of crime patterns, trends, and criminal organizations.

Administrative Analysis Conduct resource allocation studies for budgeting and scheduling purposes. Conduct beat reconfiguration studies. Develop and undertake comprehensive surveys and research projects.

Compile and manage statistical data and produce the department's annual report. Provide information to police, County administration, and County leadership for decision-making purposes; present analysis and statistics in various internal and external forums. Compile, analyze, and report on criminal and operational information, including crime trends, staffing/resource allocation, and budgeting.

Perform cost analysis and project staffing costs associated with crime reduction efforts. Provide crime analysis training to agency and County personnel, outside professional groups, and other agencies visiting the agency. Ensure that the policies and procedures pertaining to crime analysis comply with federal and state legal and judicial requirements and with standards of accreditation.

Monitor and determine the effectiveness of crime analysis information services; provide feedback analysis and program evaluation using available crime data. Draft and prepare general orders, standard operating procedures, and similar materials pertaining to crime analysis. Strategic Analysis Prepare strategic action plans; assist operations and management personnel in planning the deployment of resources for the prevention and suppression of criminal activity.

Collect, compile, analyze, and interpret criminal intelligence data using modern crime analysis techniques. Present the analysis to the department for the purpose of highlighting trends and forecasting hotspot locations. Develop and prioritize problem areas, top offenders, and crime projects; recommend strategies for special operations teams.

Develop and administer program presentations to community organizations; represent the department and respond to questions and concerns regarding community and business partnerships. Interact and communicate with agency personnel, other county employees, and the community on crime analysis/research issues. Provide information to the crime prevention unit regarding problems, new crime trends, and resources for community education and crime prevention efforts.

Intelligence Analysis Manage the collection of criminal intelligence data for entry into information storage and retrieval systems. Manage the threat assessment and security intelligence gathering, documentation, and analysis program. Prepare case reports, charts, and analysis; prepare maps and charts such as link analysis, time flow, commodity flow, telephone toll, and other computerized charts to clarify and organize information for further investigation and/or prosecution in criminal court.

Coordinate the exchange of interstate and intrastate information pertaining to criminal activity and criminal movement; prepare analytical reports of intelligence information; research patterns, structures, trends, and movements of criminal groups or individuals. Determine structure and operation on a tactical level of organized criminal groups; prepare time flow, link analysis, and other charts to illustrate and clarify the structures and operations of groups. Analyze criminal intelligence information to predict the capabilities and vulnerabilities of investigative strategies.

Collect, compile, analyze, and interpret criminal intelligence data using statistical methodology to highlight trends and forecast hotspot locations for criminal activity. Testify in court as an expert witness regarding analytical findings and methodologies. Attend meetings that involve agency mission strategies and intelligence sharing of a sensitive nature.

Prepare and maintain comprehensive written reports, summaries, statistical reports, analytical charts, graphs, and maps of classified and unclassified information. Determine criminal associations and patterns of criminal activity relating to organized crime, white-collar crime, and major conspiracies. Provide expert advice on complex issues; assess intelligence and provide tactical and strategic analysis focused on local, national, and international criminal activities.

MINIMUM REQUIREMENTS One of the following pathways must be met: Master's degree in Computer Science, Data Analytics, Criminal Justice, Geographic Information Systems, Statistics, or a closely related field, with two (2) years of work experience as a Crime Analyst or in a comparable analytical position in law enforcement, military, or a business analytics environment.

The applicant must demonstrate performance of Level II Crime Analyst duties and responsibilities in their application materials; or Bachelor's degree from an accredited college or university in Criminal Justice, Criminology, Data Analytics, Statistics, GIS/Geography, Computer Science, or a closely related field; with four (4) years of progressively responsible analytical experience, at least three (3) years of which involved crime analysis, intelligence analysis, or criminal justice data analysis in a law enforcement, corrections, military intelligence, or public safety environment. At least one (1) year must include demonstrated lead-level analytical work such as preparing command-level products, mentoring analysts, or developing recommendations for operational deployment or investigative strategy. For the purposes of meeting the minimum qualifications, "directly related analytical experience" means experience collecting, extracting, validating, organizing, researching, analyzing, mapping, reporting, or presenting data or information to support operational, investigative, intelligence, compliance, or resource-allocation decisions.

General employment in a law enforcement agency, without demonstrated analytical duties, does not by itself meet this requirement. A combination of education, experience, and skills that meet the competencies of the position may be considered. Knowledge, Skills, and Abilities Knowledge of: Advanced crime analysis techniques supporting intelligence-led policing, including tactical, strategic, administrative, and intelligence analysis methods.

Geographic information systems (GIS) and spatial analysis principles and applications, including real-time data integration. Criminal intelligence analysis methodologies, including link analysis, telephone toll analysis, network analysis, and pattern recognition. Statistical analysis methods, including descriptive and inferential statistics, probability studies, correlation, regression, and trend forecasting.

Law enforcement data systems, records management systems (RMS), computer-aided dispatch (CAD), and related criminal justice databases. Federal, state, and local laws and regulations governing the collection, retention, dissemination, and purging of criminal intelligence information. Principles of resource allocation, budgeting, beat reconfiguration, and deployment analysis.

Accreditation standards and legal requirements pertaining to crime analysis functions. Research design, source verification, hypothesis development, and data validation methods. Skilled in: Independently conducting advanced tactical, strategic, administrative, and intelligence analyses and preparing finished analytical products.

Developing and producing complex crime maps, spatial analyses, link charts, time-flow diagrams, and other visual analytical products. Using advanced analytical tools including ArcGIS, i2 Analyst's Notebook, Pen-Link, Microsoft Power BI, SQL, and statistical software. Preparing command-level briefings, reports, and presentations that translate complex data into actionable recommendations.

Coordinating information sharing among multiple law enforcement agencies and criminal justice stakeholders. Mentoring and providing functional guidance to Crime Analyst I and II staff on analytical techniques and work product standards. Critical thinking, logical reasoning, and making well-supported analytical judgments under time constraints.

Ability to: Independently plan, prioritize, and execute complex analytical projects from inception through dissemination with minimal supervision. Analyze and interpret large volumes of multi-source data to identify patterns, trends, series, and intelligence of operational significance. Prepare and present clear, concise, and professionally formatted analytical products for command staff, investigative units, and external partners.

Testify in criminal court proceedings as an expert witness regarding analytical methods and findings. Develop and deliver training to agency personnel and outside groups on crime analysis methods and tools. Draft and review general orders, SOPs, and policy documents pertaining to crime analysis.

Evaluate the effectiveness of analytical programs and recommend improvements based on data and operational feedback. Manage multiple high-priority projects simultaneously under deadline pressure. Handle classified, sensitive, and confidential information in strict compliance with applicable laws and agency policies.

PREFERENCES Master's degree with two (2) or more years of directly related analytical experience. ArcGIS Desktop Associate Certification. Microsoft Access, DBA, or SQL Certifications.

Microsoft Power BI Data Analyst Certification (Exam PL-300). i2 Analyst's Notebook certification or demonstrated proficiency. IACA CLEA (Certified Law Enforcement Analyst) certification or ability to obtain within a designated period.

Experience presenting analytical findings to command staff or interagency partners. Prior experience serving as an expert witness in criminal proceedings. GENERAL INFORMATION Work Environment and Physical Demands This position operates primarily in a professional office setting.

Standard use of computers, phones, printers, and technical equipment. Overtime as required. This role is primarily sedentary.

The ability to lift and carry up to 10 pounds is required for files and documents.
