Position Function:
The Crime Analyst performs specialized analytical, technical, and administrative work in support of law enforcement operations. This position collects, analyzes, and interprets crime data, intelligence, and related information to identify crime patterns, trends, and offender activity. The incumbent prepares analytical reports, maps, and statistical summaries to assist in criminal investigations, strategic planning, resource deployment, and crime prevention initiatives.
The position requires effective collaboration with law enforcement personnel, other City departments, and external agencies while maintaining confidentiality and handling sensitive information with professionalism. The Crime Analyst exercises sound judgment, strong analytical skills, and attention to detail while working under deadlines and changing operational priorities.
The incumbent is expected to maintain positive working relationships, provide courteous and professional customer service, contribute effectively as a member of the department, and respond constructively to supervision and organizational needs.
The Crime Analyst performs other related duties as assigned and must possess the physical, mental, and cognitive abilities necessary to perform the essential functions of the position.
ESSENTIAL DUTIES:
Tactical intelligence & investigative support
- Analyze Criminal Activity: Identify spatial, temporal, and behavioral patterns to isolate criminal series, suspect methods, and neighborhood hot spots.
- Generate Investigative Visuals: Construct detailed link analysis charts, spatial crime maps, sequential timelines, and tactical bulletins to assist investigators.
- Conduct Toll Analysis: Perform telephone toll and call detail record (CDR) analysis to establish communication networks and timelines for active cases.
- Leverage Open-Source Intelligence: Utilize social media platforms and public digital records to gather intelligence and generate investigative leads.
- Monitor Critical Offenders: Track known criminal offenders, local recidivism patterns, and high-risk individuals within the jurisdiction.
- Evaluate Support Requests: Process, evaluate, and fulfill ad-hoc requests for tactical information and analytical support from department personnel.
Data Management & Spatial Analytics
- Apply GIS Technology: Utilize Geographic Information Systems (GIS) to conduct geographic profiling, analyze spatial relationships, and map crime data.
- Input and Code Crime Data: Systematically enter and code crime data into internal databases to ensure records remain accurate and consistent.
- Maintain Statistical Standards: Compile, organize, and maintain long-term crime statistics for internal tracking and uniform crime reporting metrics.
- Synthesize Pass-Along Data: Review, update, and maintain daily pass-along data, operational shift logs, and investigative handoffs.
Communication, Field Support & Collaboration
- Produce Daily Reports: Monitor incoming data streams to compile, publish, and distribute the agency's daily operational and incident reports.
- Disseminate Intelligence Bulletins: Package and provide critical crime and intelligence notifications directly to active personnel and command staff.
- Maintain Inter-Agency Correspondence: Communicate regularly with internal agency members and external public safety partners to share intelligence.
- Handle Inquiries: Answer telephones and manage incoming public or internal lines with professionalism and accurate routing.
- Attend Briefings and Meetings: Actively participate in division meetings, command staff briefings, and training sessions to share insights and stay sharp on best practices.
- Conduct Investigative Field Contacts: Participate in law enforcement-related field responses, crime scene processing, and community interactions, including conducting strategic interviews to gather intelligence.
- Execute Ancillary Responsibilities: Perform additional operational support duties and specialized tasks as assigned by division leadership.
- Performs additional duties as assigned.
Knowledge/Skills/Abilities:
Minimum Qualifications
- High school diploma or GED required; Associate's degree in Criminal Justice, Criminology, Intelligence Analysis, Data Analytics, or a related field preferred.
- Florida Crime Information Center/National Crime Information Center (FCIC/NCIC) certification, or the ability to obtain certification within the timeframe established by the department.
- Successful completion of a Crime Analyst Training Program and a minimum of 40 hours of crime or intelligence analysis training, or the ability to obtain required training within the prescribed timeframe.
- Valid Florida Class E driver's license.
Knowledge
- Knowledge of crime analysis principles, criminal intelligence, law enforcement operations, and the criminal justice system.
- Knowledge of applicable federal, state, and local laws, including Florida Statutes, as well as department policies, procedures, accreditation standards, and the National Incident Management System (NIMS)/Incident Command System (ICS).
- Working knowledge of geographic information systems, jurisdictional boundaries, patrol operations, and crime mapping concepts.
- Knowledge of standard office software, databases, and law enforcement information systems.
Skills
- Strong analytical, research, and critical thinking skills with the ability to identify crime trends, patterns, and relationships from multiple data sources.
- Excellent verbal and written communication skills, including the ability to prepare clear reports, deliver presentations, and provide courtroom testimony when required.
- Proficiency in Microsoft Office Suite and the ability to learn and utilize specialized law enforcement and crime analysis software.
- Strong organizational and time management skills with the ability to manage multiple priorities and meet deadlines.

- Ability to analyze complex information, exercise sound judgment, solve problems, and make informed recommendations.
- Ability to maintain confidentiality and appropriately handle sensitive or restricted information.
- Ability to establish and maintain effective working relationships with employees, law enforcement personnel, partner agencies, the State Attorney's Office, and the public.

- Ability to work independently and collaboratively in a fast-paced environment while adapting to changing priorities.
- Ability to travel occasionally within and outside Polk County as required.
- Ability to operate computers, standard office equipment, audio/visual equipment, and other technology required to perform assigned duties.
Other Requirements:
- Must possess a valid Florida Class E driver's license
- Must pass applicable post offer pre-employment testing and background and credit check selection process requirements.
SPECIAL REQUIREMENTS:
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
