Job Summary:
ShiftCode Analytics, Inc. is seeking a Project Manager with extensive experience to assist in implementing a new Computer-Aided Dispatch, Case Management, and Records Management System. The successful candidate will manage a complex IT project that impacts public safety and law enforcement, ensuring it is delivered on time and within budget.
Responsibilities:
β€’ Ensure the project is delivered within scope, schedule, and budget acceptance rates
β€’ Serve as the contact point for driving projects to successful completion by meeting the identified business needs of the agency.
β€’ Create and maintain the project charter, project schedule, identify and update risks and issues, provide the project status report to key stakeholders, assist with other documentation, lead project team meetings, and conduct project "lessons learned” meetings to implement additional best practices.
β€’ Provide project status reporting to the Program Manager and the Executive Steering Committee on a daily, weekly, monthly basis as needed.
β€’ Coordinate efforts on the design, development, and implementation of the system
β€’ Responsible for the identification, analysis, tracking and recommending appropriate actions to project issues including those that are technology related.
β€’ Coordinate internal resources and third parties/vendors for the flawless execution of projects
β€’ Work with customers to understand the overall objectives and how the project or initiative correlates with business goals and strategies.
β€’ Collaborate with business partners, sponsors, assigned Business Analyst, and project team members to create the project charter, work breakdown structure (WBS), project schedule, evaluation and recommendations documents, communications plans, RACI documents, and other project artifacts as assigned.
β€’ Assist the Procurement Officer and Program Manager with coordinating vendor proposal evaluations
β€’ Perform special projects as assignments as required.

Required:
β€’ CANDIDATES MUST HAVE EXPERIENCE WITH A COMMONWEALTH CATEGORY 1 OR 2 PROJECT.
β€’ 10+ years of experience in the field or related area.
β€’ Strong experience in developing, executing, and managing cloud hosted SaaS implementation projects.
β€’ Strong experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirement formats.
β€’ Strong analytical, organizational, and decision-making skills.
β€’ Exceptional interpersonal skills for collaborating and team building.
β€’ Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences.
β€’ Ability to lead others to implement new approaches, systems, structures, and methods.
β€’ Ability to define and balance the competing demands for quality, scope, schedule, and cost.
β€’ Ability to analyze and document system processes.
β€’ Solid understanding of software development life cycle models.
β€’ Exceptional knowledge of both Agile and Waterfall project management principles and practices.
β€’ Knowledge of process engineering and re-engineering techniques and practices.
β€’ PM has successfully managed a Commonwealth category 1, 2, or 3 project.
β€’ Extensive knowledge of project management best practice methodologies.
β€’ Extensive knowledge of evaluating and implementing COTS solutions with experience in project leadership or PM.
β€’ Experience overseeing the implementation of a large complex application by a vendor.
β€’ Ability to establish and maintain effective working relationships with others, both within and externally.
β€’ Excellent interpersonal skills, including active listening skills, as well as oral and written communication skills.
β€’ Ability to deal with ambiguous situations, complex concepts and details.
β€’ Ability to meet deadlines and to work independently.
β€’ Fluency in Project Management tools such as Microsoft Project, Visio, and Office.
β€’ Project Management Professional (PMP) certification from the Project Management Institute (PMI).
β€’ Commonwealth Project Management Certification.
β€’ Must submit to and pass background check.
Preferred:
β€’ Experience with VITA's Commonwealth Technology Portfolio (CTP) system and ECOS process.
β€’ Experience with the core Commonwealth IT procurement processes (RFP, Statewide Contract, and CAI SOW).
