Job description

Title: Administrative Business Manager III Clearance Type: Secret Scope: Individual performs various Manpower functions including assessing, analyzing, developing, and advising on manpower program and functions. Focal areas include Command Plans, Concept Plans, Manpower Surveys, Table of Distribution and Allowances (TDA), Table 30, manpower reports, and civilian, contractor and matrix personnel manpower management and execution. Responsibilities (including but not limited to) : * Create a Concept Plan to request approval of an organizational restructure with updated manpower requirements for CPE IEW&S Headquarters (HQ). The concept plan will ensure that requirements are reviewed to support Army objectives and priorities. It will communicate a full understanding of the change, enable auditing resource realignments, ensure supportability, and satisfy a variety of Army Staff (ARSTAF) functional interests about how the CPE plans to implement the change. * The individual must ensure the Concept Plan: * * Follows all guidance and regulations outlined in Section 2, Applicable Documents. * Ensures that resources are used to support Army objectives and priorities • Ensures full understanding of the change. * Enables auditing of resource realignments. * Ensures supportability. * Explains how the CPE should implement the proposed change. * Is suitable to request DCS, G-3/5/7 (DAMO-FMZ) approval of organizational structure, manpower, and equipment requirements. * Will include a resourcing strategy for manpower and equipment authorizations. * Will not be an abbreviated concept plan, as they have been discontinued. * Will be completed, staffed, and approved by DCS, G-3/5/7 (DAMO-FMZ) in time to support the Program Objective Memorandum (POM) and Budget Estimate Submissions (BES). Qualifications Required Qualifications : * Bachelor's Degree in Business * Five (5) years of experience in Business with at least one (1) year of Human Resources (HR) experience. * Can substitute with an Associate's Degree and five (5) years of experience specialized in HR.
