Job description

The Seventh Judicial District is seeking internal applicants to fill a Court Operations Supervisor position to work in the Clay County Court Administration office. This position is being posted as an internal promotional opportunity available to current Minnesota Judicial Branch Employees.

This Court Operations Supervisor leads the day-to-day operations of Clay County's Family and Civil team, administering and enforcing all relevant rules and policies. The Team consists of six Court Operations Associates, and one Court Operations Specialist. The supervisor is responsible for reviewing, evaluation, planning and streamlining daily functions including preparation and review of court calendars and compliance with SCAO audit directives. This is a high-profile position that involves frequent contact with judges, partnering agencies and the public. Candidates that have the requisite leadership skills but not a background in the assigned work areas are encouraged to apply. Typical hours for this position are 8:00 a.m. - 4:30 p.m., Monday-Friday, with some flexibility based on business needs. Initial days off: Saturday, Sunday, and Court Designated Holidays.

Work is performed under the general supervision of the court administrator and is reviewed through conferences, reports, and on the basis of results obtained.

Examples of Duties and Responsibilities:

  • Directly supervises the processing of all cases filed in the assigned court, division, or unit and matters relating to maintenance of financial control over receipts and disbursements and special accounts. Assigns, directs, supervises, and coordinates the work of all subordinate staff of the unit making provisions for hiring, training, and coaching of such staff.
  • Directs the workflow of the division to ensure that work is fairly distributed, that priority work is handled promptly, and that deadlines are met.
  • Develops, recommends and implements new policies and procedures to comply with current statutes and regulations as they pertain to the division; and simplify work processes so that the division operates more efficiently.
  • Disseminates information to staff members regarding new rules and legislation pertinent to the division and updates appropriate manuals for current use.
  • Reviews statutes, rules, and orders and provides recommendations on procedural questions to attorneys, subordinates, and the general public.
  • Participates in and supervises a major functional area of the district court involving case intake, case management, civil, conciliation, family, or probate; supervises the preparation of court orders, bonds, judgments, and warrants; prepares or supervises the preparation of court calendars and various dockets.
  • Prepares or supervises the preparation of and timely dispatch of statistical reports, state and county financial reports as may be required. Reviews Minnesota Court Information System (MNCIS) case exception or related operational reports and implements corrective actions.
  • Maintains employee personnel records and payroll; responsible for purchasing activities, inventory, equipment maintenance, and the management and disposition of court records.
  • Performs a wide variety of complex court clerical and supervisory clerical assignments; reviews and processes legal documents, assures completeness and accuracy of court records; schedules cases, may be responsible for a specialized case processing activity such as preparing appeals; answers procedural questions for staff; works with court administrator and subordinate staff to develop and implement new procedures and responds to changes in the law.
  • Other duties as assigned by Manager

MINIMUM QUALIFICATIONS:

Below are the past experiences that will lead to success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.

  • Graduation from an approved high school/GED or vocation school; considerable experience as a Court Operations Associate and some supervisory experience, or a combination of training and work experience which indicates possession of the knowledge, skills and abilities listed below.
  • Thorough knowledge of court procedures and policies, legal documents, laws and legal factors pertaining to the court or area of assignment.
  • Thorough knowledge of the organization, operations, functions, and scope of authority of the court or activity to which assigned.
  • Skill in effective team building, planning and/or supervising the work of others.
  • Considerable knowledge of effective supervisory and management techniques.
  • Considerable knowledge of the automated court information system. Excellent communication skills and a proven ability to juggle multiple high-priority tasks.
  • Ability to deal tactfully with people involved in crisis and from diverse populations and consistently provide excellent customer service.
  • Proven ability to work collaboratively with diverse groups and establish ongoing relationships.
  • Extremely dedicated, organized, and is team oriented.
  • Proven ability to work effectively with diverse personalities in a tactful, decisive, and resourceful manner.
  • Ability to make work decisions in accordance with law, regulations and departmental policies and procedures.
  • Ability to maintain a variety of complex records and prepare reports from such records.
  • Ability to plan, assign, and supervise the work of subordinate employees engaged in a variety of court activities.

SUCCESSFUL CANDIDATE WILL BE REQUIRED TO PASS A CRIMINAL BACKGROUND CHECK.

Current judicial branch employees must have satisfactory performance in all competencies in their most recent performance evaluation and no discipline above an oral reprimand in the preceding 6 months.

Work is performed primarily in an office-setting, courtroom or at a public counter.
