Position Overview: The Grant Analyst is responsible for key financial analysis and management functions related to the administration of Ryan White Part A, Ending the HIV Epidemic (EHE), and related HIV services federal funding from the Health Resources and Services Administration (HRSA).

This position will provide leadership and guidance for statutory and ad-hoc audits of HRSA-funded subrecipients, support overall subrecipient monitoring efforts and assist in the preparation of prepared financial reports to the County and HRSA. Duties & Responsibilities: Performs assessments of subcontractor fiscal management systems, prepares reports, and manages internal Excel spreadsheets, such as the Allocations & Procurement report. Documents all findings and ascertains that policies and procedures are being followed and proper accounting procedures are in effect.

Prepares audit programs to plan and schedule Subrecipient audits to assure grant compliance is part of audit activities. Prepares formal reports of site visits and desk reviews summarizing agency compliance with applicable standards including recommendations for improving internal contractors and operational deficiencies. Conducts analysis of Final Financial Reports submitted annually by Subrecipient agencies for each funded subcontract to ensure funds are expended in accordance with applicable laws, rules and HRSA grant policies.

Provides financial management training and technical assistance to enhance overall monitoring efforts. Assists in the review of Subrecipient contracts, budget forms and Contract Review Certification (CRC) prior to their submission for final approval. Coordinates submission of Subrecipient independent audit report (A-133) to Harris County Auditor.

Assists in the review of annual, fiscal and/or single Audit reports of grant Subrecipients. Assists with the development of annual Part A and EHE budgets, monitoring expenditures, operational planning, quarterly forecasts, and strategic plans in alignment with internal strategic priorities and strategies. Provides timely, accurate reports and analysis of operational performance against historical data and current Part A and EHE budgets.

Knowledge, Skills and Abilities: Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook). Excellent communication skills (verbal & written). Budget management skills and strong analytical abilities.

Skilled in providing technical assistance on complex budget issues. Core Competencies: Data Analytics and Assessment Skills: Ability to use data to analyze community health needs and support decisions that improve community health outcomes. Communication Skills: This competency focuses on using clear and effective communication to engage audiences, address misinformation, and build trust, supporting informed decisions and stronger public health outcomes.

Health Advancement Skills: This competency focuses on applying principles of equity, diversity, and inclusion to public health, addressing systemic barriers, and promoting fair access to resources for healthier communities. Community Partnership Skills: This competency focuses on collaborating with communities to address the systems and policies affecting health, fostering engagement, shared ownership, and sustainable improvements in well-being. Public Health Science Skills: This competency focuses on using public health science and evidence-based approaches to develop and improve policies and programs, ensuring effective delivery of the 10 Essential Public Health Services.

Preferences Experience: Two (2) years of auditing experience working on grants. General Information Position Type and Typical Hours of Work: Full-Time | Grant-funded. Monday - Friday | 8:00 a.m

- 5:00 p.m. Other days and hours as necessary. Position requires local travel 20% of the time to make financial monitoring site visits of Ryan White funded agencies

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands: This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.

Work Location: Harris County Public Health (1111 Fannin, Houston, 77002). Employment may be contingent on passing a drug screen and meeting other standards. Due to a high volume of applications positions may close prior to the advertised closing date or at the discretion of the Hiring Department.
