Job description

The Onsite Lead - Counterintelligence serves as the primary point of contact between the Contracting Officer's Representative and Program Manager for all counterintelligence support operations. This position maintains a dual-focus responsibility structure: 49% dedicated to leadership and oversight functions, and 51% allocated to direct counterintelligence contributions. The incumbent ensures seamless cross-functional collaboration across security disciplines while maintaining operational excellence in counterintelligence mission execution.

Duties and Responsibilities:

  • Serve as primary point of contact for Contracting Officer's Representative/Program Manager communications, ensuring alignment between contract requirements and operational execution.
  • Conduct monthly team performance reviews to assess individual and collective mission effectiveness.
  • Manage resource allocation to optimize team capabilities and mission coverage.
  • Coordinate surge support during periods of increased operational tempo.
  • Ensure no personnel vacancies exceed 60 days to maintain continuous mission support.
  • Process and respond to Requests for Information within established timelines.
  • Develop and deliver counterintelligence briefings to supported commands and personnel.
  • Conduct comprehensive threat assessments to identify and mitigate foreign intelligence threats.

Facilitate cross-functional collaboration between counterintelligence, security, and Technical Surveillance Countermeasures elements.


Knowledge, Skills, and Abilities

  • Active Top Secret/Sensitive Compartmented Information security clearance.
  • S. Citizenship required.
  • 7-10 years of extensive counterintelligence experience in Department of Defense or Intelligence Community environments.
  • Demonstrated leadership experience managing counterintelligence teams or programs.
  • Strong written and verbal communication skills for briefings and formal reporting.
  • Proven ability to coordinate across multiple security disciplines.

Preferred Qualifications

  • Counterintelligence Polygraph, current or willingness to obtain.
  • Advanced counterintelligence certifications, such as Center for Development of Security Excellence Counterintelligence Awareness or Advanced Counterintelligence Training.
  • Prior experience supporting combatant commands or defense agencies.
  • Familiarity with Defense Threat Reduction Agency mission sets and organizational structure.
  • Bachelor's Degree or equivalent experience.

Job Location:

Fort Belvoir, Virginia, National Capital Region. This position requires 100% onsite presence; remote work is not authorized.

Physical Requirements: Ability to work onsite in a Sensitive Compartmented Information Facility environment; attend in-person briefings, meetings, and collaborative sessions. Work may involve sitting or standing for extended periods of time and occasionally move between buildings and secure facilities within the installation. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
