The Opportunity:
Tetra Tech is seeking an experienced Project Manager to serve as the Deputy to the Program Manager in supporting the successful delivery of a high-profile program for the Puerto Rico Department of Housing (PRDOH). In this role, you will help lead day-to-day program operations, coordinate multidisciplinary teams, oversee project execution, manage stakeholder communications, and ensure program activities remain on schedule, within scope, and compliant with contractual and regulatory requirements.
The ideal candidate is an organized, proactive leader with experience managing federally funded, disaster recovery, infrastructure, construction, or resilience programs. As Project Manager, you will help ensure the successful execution of a complex federally funded program by coordinating daily operations, supporting strategic planning, and providing leadership across multidisciplinary teams. Your work will help maintain program quality, regulatory compliance, operational efficiency, and exceptional client service while contributing to Puerto Rico's long-term recovery and resilience.
Position Summary:
The Project Manager serves as the Deputy to the Program Manager and provides leadership for the day-to-day coordination and execution of program activities. This position helps oversee staff, monitor project schedules and deliverables, support budget and compliance activities, coordinate stakeholder communications, and ensure continuity of operations across the program.
The Project Manager serves as the acting lead in the Program Manager's absence and works closely with PRDOH, internal teams, consultants, contractors, and participating entities to support successful program implementation.
Essential Job Functions:
The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:
  • Serve as Deputy to the Program Manager, providing leadership and operational oversight for day-to-day program activities.
  • Support the planning, coordination, execution, and monitoring of program operations to ensure successful delivery of contractual requirements and client objectives.
  • Serve as a primary liaison with the Puerto Rico Department of Housing (PRDOH), participating entities, consultants, contractors, and other stakeholders to facilitate communication, coordination, and issue resolution.
  • Coordinate multidisciplinary teams while tracking project schedules, milestones, budgets, deliverables, and resource allocation across multiple workstreams.
  • Monitor program performance and assist in identifying operational risks, developing mitigation strategies, and implementing corrective actions.
  • Support compliance with applicable federal, Commonwealth, and local regulations, contractual requirements, and program policies, including CDBG-DR, CDBG-MIT, and other federally funded program requirements.
  • Assist in reviewing budgets, scope modifications, funding requests, and other significant program changes while supporting implementation and approval processes.
  • Analyze program data, performance metrics, schedules, and quality indicators to support informed decision-making and continuous program improvement.
  • Coordinate program reporting, executive briefings, meeting materials, and documentation for PRDOH, Tetra Tech leadership, and other stakeholders.
  • Support quality assurance, schedule management, cost control, resource planning, and risk management activities throughout the program lifecycle.
  • Maintain effective communication among project teams, clients, regulatory agencies, municipalities, and subcontractors to ensure alignment and timely execution of program objectives.
  • Represent the Program Manager during meetings and program activities, as appropriate, ensuring continuity of leadership and decision-making.
  • Perform other duties as assigned in support of successful program delivery.

Required Qualifications:
  • Bachelor's degree from an accredited college or university in Engineering, Architecture, Construction Management, Project Management, Public Administration, Business Administration, or a closely related field.
  • Minimum of five (5) years of progressively responsible experience managing or coordinating federally funded programs, disaster recovery initiatives, infrastructure projects, construction programs, or related public-sector programs.
  • Demonstrated experience coordinating multidisciplinary teams and supporting complex project or program execution.
  • Working knowledge of federal grant compliance requirements, including CDBG-DR, CDBG-MIT, FEMA, or similar federally funded programs.
  • Experience supporting project planning, scheduling, budgeting, reporting, compliance, and risk management activities.
  • Demonstrated ability to exercise sound judgment, manage competing priorities, and work independently in a fast-paced environment.
  • Strong organizational, analytical, communication, and problem-solving skills.
  • Excellent written and verbal communication skills in both English and Spanish.
  • Ability to prepare reports, meeting summaries, presentations, and professional correspondence.
  • Must reside in Puerto Rico.
  • Valid driver's license with a clean driving record.

Preferred Qualifications:
  • Master's degree in Engineering, Construction Management, Project Management, Public Administration, Business Administration, or a related field.
  • Project Management Professional (PMP) certification or other relevant professional credential.
  • Experience supporting Program Managers or senior leadership on large federally funded programs.
  • Experience managing construction, engineering, infrastructure, renewable energy, resilience, or disaster recovery projects.
  • Familiarity with Puerto Rico government agencies, permitting processes, procurement practices, and public-sector operations.
  • Experience coordinating multidisciplinary consulting teams under complex federal contracts.

Physical Requirements:
The employee must be able to travel to meetings, project sites, and stakeholder engagements throughout Puerto Rico as needed.
Work Environment / Environmental Factors:
This is a hybrid position based in Puerto Rico. Employees are expected to work from the San Juan/Guaynabo or Orocovis office at least two (2) days per week, with remote work available on remaining days based on business needs.
Compensation:
The anticipated salary range for this position is $85,000-$100,000, commensurate with experience, qualifications, and geographic location. Actual compensation will be determined based on education, experience, certifications, and internal equity.

  • Work Schedule: Monday-Friday, 8AM-5PM (no expected overtime)
  • Travel Requirements: 10%-20% (for supervision/coordination activities)
