Pave Talent is recruiting on behalf of a well-established personal care contract manufacturer in Ottawa, IL. This company produces hair care, skin care, and over-the-counter (OTC) drug products for major consumer brands, and it is in an extraordinary growth phase. Business did not slow during the pandemic, shifts are expanding, and the OTC division is scaling aggressively. They need a full-fledged Regulatory Affairs Specialist to sit alongside the Global Regulatory Manager and own a meaningful piece of the compliance work.

This is not a coordinator or clerk position. The hiring manager put it plainly: "I need an experienced regulatory person that can hit the ground running."

- You have hands-on Modernization of Cosmetics Regulation Act (MoCRA) experience and know what it means in practice

You will report to the Global Manager of Regulatory Affairs and serve as that person's key specialist, supporting compliance across a broad portfolio of cosmetic, personal care, and OTC drug products. The company is ramping its OTC line substantially, which means the regulatory workload is real, growing, and consequential. No one is doing this job now at this level, which means you will set the standard.

You will work cross-functionally with R&D, Quality, Operations, and Marketing teams across U.S. and international markets.

- Provide regulatory guidance for new product development, reformulations, and market expansions

- Prepare and maintain regulatory documentation including ingredient listings, quantitative formulas, cosmetic compliance files, product registrations, claims support packages, and safety documentation

- Conduct label and claims reviews for compliance with Food and Drug Administration (FDA) regulations, Health Canada, European Union (EU) Cosmetic Regulation, and key state requirements including California Proposition 65

- Support MoCRA compliance and cosmetic facility and product registration

- Manage OTC Drug Facts labeling, monograph compliance, and product information file (PIF) preparation

- Monitor emerging regulations and assess business impact, recommending practical compliance strategies

- Partner with R&D to establish formulation and ingredient guidelines for global market access

- Support compliance with retailer standards including Target Clean, Walmart Clean, Sephora Clean, Ulta Clean, and Amazon ingredient programs

- Maintain regulatory files supporting audits, inspections, customer inquiries, and legal matters

- Provide regulatory training and guidance to internal stakeholders

- Bachelor's degree in Chemistry, Biology, Regulatory Science, Pharmaceutical Sciences, or a related scientific discipline

- 2 to 4 years of Regulatory Affairs experience within cosmetics, personal care, or OTC manufacturing — beauty industry backgrounds strongly preferred; pharma-only or food backgrounds will not be considered

- Hands-on MoCRA compliance experience

- Working knowledge of FDA cosmetic and OTC drug regulations, current Good Manufacturing Practices (cGMP), and EU Cosmetic Regulation

- Experience with OTC Drug Facts labeling and monograph requirements

- Experience conducting label reviews and claims substantiation assessments

- Government agency interface experience

- Strong technical writing, documentation, and organizational skills

- Experience with PIF preparation, Cosmetic Products Notification Portal (CPNP) notifications, and EU Responsible Person requirements

- Familiarity with International Fragrance Association (IFRA) standards, allergen disclosures, Volatile Organic Compound (VOC) regulations, and sustainability certifications

- Experience supporting NGO and certification programs such as Non-GMO Project, vegan, and clean beauty initiatives

- Knowledge of state-level requirements beyond Prop 65
