Job description

Beacon Government Solutions LLC, through its partner GENCO General Contractors of PR Corp., is seeking an experienced Project Manager with a strong background in personnel management, field operations, and grounds maintenance to oversee a federal contract at Fort Buchanan, Puerto Rico.

The selected candidate will be responsible for the day-to-day management and execution of the contract and will have the authority to represent the company in operational matters related to the project. This position requires a hands-on leader capable of effectively managing personnel, coordinating field activities, maintaining strong client relationships, and ensuring compliance with contractual and federal requirements.

Key Responsibilities

  • Plan, coordinate, and supervise all daily grounds maintenance operations.
  • Lead and support the administrative staff, supervisors, and field crews assigned to the project.
  • Develop monthly work plans and schedules, including recovery days for inclement weather, emergencies, holidays, or installation closures.
  • Coordinate project activities with the Contracting Officer's Representative (COR/ACOR) and other authorized
  • government representatives.
  • Ensure compliance with all service frequencies, technical specifications, and performance standards established under the contract.
  • Oversee mowing, trimming, edging, weed control, landscaping and ornamental area maintenance, leaf and debris removal, tree pruning and removal, athletic field maintenance, and vegetation control along fences and other designated areas.
  • Coordinate special services, including emergency tree removal, preventive coconut harvesting, and work required in response to weather conditions or special events.
  • Monitor employee productivity, equipment utilization, route completion, and daily work progress.
  • Coordinate the availability, maintenance, and proper use of vehicles, zero-turn mowers, trimmers, blowers, pruning equipment, and other machinery.
  • Implement corrective actions when deficiencies are identified and take appropriate measures to prevent recurrence.
  • Support the implementation and administration of the Quality Control Plan, Safety Plan, Spill Prevention Plan, and applicable contingency plans.
  • Ensure compliance with OSHA, AR 385-10, environmental requirements, and all applicable federal, state, and local regulations.
  • Confirm that employees maintain all required licenses, certifications, training, and authorizations.
  • Maintain accurate records of completed work, omitted areas, tree removals, complaints, incidents, accidents, new hires, and corrective actions.
  • Prepare and submit weekly reports, service schedules, photographic documentation, and other contractual deliverables.
  • Report accidents, spills, property damage, and other incidents within the required contractual timeframes.
  • Participate in progress meetings, quarterly evaluations, and meetings with government representatives.
  • Remain available outside regular working hours, when necessary, to serve as the primary point of contact during emergencies or operational issues.
  • Coordinate authorized after-hours and holiday support when required under the contract.

Minimum Qualifications

  • Five (5) or more years of experience managing operations in grounds maintenance, landscaping, construction, facility services, or a related field.
  • At least three (3) years of experience supervising personnel and field operations.
  • Experience preparing work schedules, operational reports, and compliance documentation.
  • Ability to manage multiple crews, work areas, and equipment resources simultaneously.
  • Bilingual proficiency in English and Spanish, both written and spoken.
  • Ability to read, understand, and interpret contracts, scopes of work, procedures, and technical requirements written in English.
  • Strong leadership, organizational, communication, and problem-solving skills.
  • Working knowledge of OSHA standards and safe work practices related to landscaping, machinery, and outdoor
  • maintenance operations.
  • Current OSHA 10-Hour certification or the ability to complete the certification within the required timeframe.
  • Valid driver's license.
  • Ability to obtain and maintain access to a military installation and any required background investigation or Public Trust determination.
  • Legal authorization to work and reside in the United States.
  • Availability to work on-site at Fort Buchanan during regular business hours and respond after hours when necessary.
  • Ability to work outdoors and regularly travel throughout different areas of the installation.

Preferred Qualifications

  • Bachelor's degree in Business Administration, Project Management, Agronomy, Horticulture, Landscape Management,
  • Engineering, Construction Management, or a related field.
  • Previous experience managing federal government contracts or working at military installations.
  • Familiarity with the Federal Acquisition Regulation (FAR), contract administration procedures, and coordination with Contracting Officers, CORs, or ACORs.
  • Experience managing large-scale grounds maintenance operations.
  • Experience supervising a workforce of 15 or more employees.
  • OSHA 30-Hour certification.
  • Project Management Professional (PMP), Certified Landscape Professional, or another relevant professional
  • certification.
  • Knowledge of herbicide, pesticide, and fertilizer application requirements and related environmental regulations.
  • Experience with quality control programs, inspections, corrective action plans, and performance metrics.
  • Familiarity with emergency operations related to hurricanes, flooding, severe weather, and tree removal.
