Job description

Under the administrative direction of the Bureau Chief of the Bureau for Private Postsecondary Education (Bureau), the Enforcement Chief (CEA A) is responsible for planning, organizing, and directing the operations of the Enforcement Program. This includes statewide responsibility for the complaints, investigations, compliance, discipline, and annual reports units. The Enforcement Chief attends meetings, providing enforcement related information on Bureau-wide policy issues, and strategic planning.

Minimum Qualifications

While eligibility to take a CEA examination is not restricted to persons with current permanent status in the civil service, the basis of a person's CEA eligibility impacts their employment rights when and if their CEA position is terminated:
โ€ข Employees who at the time of the CEA appointment were not employed by the state but who had previously worked for the state and had gained permanent civil service status have reinstatement rights under Article 5 (commencing with section 19140) of the Government Code, as specified in section 19889.4.
โ€ข Employees whose eligibility was based upon a legislative or nonelected exempt executive branch position are able to compete in their appointing power's promotional examinations for which they meet the minimum qualifications of the class to which they seek appointment. These employees may request a deferred examination, as specified in Government Code section 18993.
โ€ข Employees who at the time of their appointment to a CEA were from outside state civil service have the right to take a deferred examination for any open eligible list in existence at the time of the termination of the CEA for which they meet the minimum qualifications of the class to which the appointment is sought, as specified in Government Code section 19889.4.

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department's or Agency's Equal Employment Opportunity (EEO) Program objectives; and a manager's role in EEO.
2. Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organizational procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide variety of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the Department's or Agency's EEO objectives.

3. Outreach and Technical - Building and maintaining cooperative working relationships with government agency partners, law enforcement organizations and/or oversight agencies. Demonstrated knowledge and experience with activities involving complaints, compliance, discipline, investigation techniques and processes, and practical understanding of the examination and licensing activities of a regulatory agency. Formalizing cross-agency agreements or coordinating multi-agency investigations.
4. Communication and Diplomacy - Acting as a lead representative for an organization using excellent interpersonal skills to provide effective verbal and written communication to present information logically, clearly, and concisely. Preparing and delivering formal presentations to diverse audiences at all levels. Responding to questions and issues posed by stakeholders, interested parties, the media, and members of the public. 5. Business and Industry Oversight - Monitoring developments, motivations, trends, and incentives of a business industry.
