Job description

Position Overview

We are seeking an experienced Utility Engineer – HVAC Chilled/Cooling Water to oversee the planning, design, operation, maintenance, troubleshooting, and optimization of HVAC, chilled water, and cooling water systems supporting a high-volume manufacturing facility.

This role is responsible for maintaining reliable environmental and process cooling conditions, improving system efficiency, supporting facility projects, and ensuring compliance with applicable safety and regulatory requirements.

The engineer will work closely with Production, Equipment, Controls, Safety, Facility, vendors, contractors, customers, and other stakeholders to resolve technical issues and lead utility-related projects.

Occasional off-hours call-in support may be required to respond to urgent facility or utility issues.

Key Responsibilities

Maintenance Planning Management

  • Develop and manage annual maintenance plans and budgets for HVAC, chilled water, and cooling water systems

  • Plan and oversee preventive and corrective maintenance activities

  • Track maintenance performance and system reliability

  • Coordinate equipment repairs, upgrades, and renovation activities

  • Initiate purchase requests and manage required parts and services

Investment Project Management

  • Develop annual capital investment plans and budgets for utility system upgrades and expansions

  • Review mechanical drawings, PIDs, and facility documentation

  • Identify opportunities to improve system efficiency and reliability

  • Prepare technical specifications, construction documents, and RFQs

  • Manage utility projects from planning through completion

  • Monitor project schedules, budgets, quality, and performance

Facility Inspection Technical Support

  • Conduct daily, monthly, quarterly, annual, and ad hoc inspections

  • Identify, diagnose, and resolve HVAC and cooling system abnormalities

  • Troubleshoot and optimize equipment including:

    • Chillers

    • AHUs

    • RTUs

    • Cooling Towers

    • Pumps

    • Heat Exchangers

    • Piping Systems

    • Valves and related utility equipment

  • Develop and maintain operating procedures, maintenance manuals, and technical documentation

  • Track system reliability and corrective actions

Energy Management

  • Monitor and analyze energy consumption of HVAC and cooling systems

  • Identify and implement energy-saving opportunities

  • Develop process and equipment optimization initiatives

  • Track and report monthly energy and cost reduction results

Regulatory Safety Compliance

  • Ensure compliance with applicable codes, regulations, and safety standards

  • Support governmental inspections and regulatory audits

  • Coordinate inspections involving safety valves, pressure vessels, and related equipment

  • Support internal and external audits, including PSM and ISO-related activities

  • Address corrective actions and ensure timely completion

Construction Contractor Management

  • Supervise HVAC and cooling water installation, renovation, and expansion projects

  • Coordinate contractors, vendors, manufacturers, and subcontractors

  • Inspect materials, installation quality, and workmanship

  • Ensure projects are completed according to approved specifications, schedules, and safety requirements

Emergency Response

  • Support emergency response planning for utility and facility-related incidents

  • Participate in emergency drills involving power outages, natural disasters, and hazardous material releases

  • Provide technical support during urgent utility-related issues

Cross-Functional Leadership

  • Lead utility-related activities and projects across multiple stakeholders

  • Provide technical guidance to utility supervisors, operators, contractors, and vendors

  • Work closely with Production, Equipment, Controls, Safety, and Facility teams

  • Communicate with customers, suppliers, manufacturers, and other external partners

  • Perform other duties as assigned

Required Qualifications

  • Bachelor’s degree in Mechanical Engineering, HVAC, Chemical Engineering, or a related field

  • 3–5 years of hands-on experience with HVAC and cooling system design, operation, and maintenance

  • Manufacturing experience strongly preferred

  • Experience in clean room, dry room, automotive, EV battery, electronics, or similar manufacturing environments preferred

  • Working-level English proficiency

  • Advanced proficiency in Microsoft Office, including Excel, Word, and PowerPoint

Preferred Qualifications

  • HVAC-related certification or license

  • Chilled/Cooling Water system experience or certification

  • Professional Engineer (PE) license or related certification

  • Experience with AutoCAD or similar engineering software

  • Experience reading and preparing mechanical drawings and PIDs

Technical Skills

  • Strong knowledge of HVAC and chilled/cooling water systems

  • Strong understanding of:

Physical Work Environment

  • Primarily an on-site manufacturing and office environment

  • Regular access to production, utility, maintenance, and construction areas

  • Company-provided uniform and PPE required as applicable

  • PPE may include safety shoes, hard hat, safety glasses/goggles, gas detection equipment, gloves, and protective clothing

  • Additional respiratory and chemical protection may be required in designated areas

  • Noise levels may exceed 90 dB in compressor areas

  • Certain utility areas may reach temperatures of approximately 104–122°F

  • Potential exposure to industrial oils, NMP, water-treatment chemicals, and lubricants

  • Ability to work in clean room, dry room, utility, and production environments

  • Occasional off-hours or emergency response may be required
