Job Title: Senior Business Project Manager ERP Implementation Job ID: 26-04244 Location: Trenton, NJ (Hybrid: 3 days in-office, 2 days remote) Duration: 09 months of contract
Job Description:
The Senior Business PM leads Client's transition from legacy accounting to Oracle Fusion. Reporting to the Director of Budget & Accounting, this role drives process readiness, change management, and stabilization without software configuration.
The Senior Business Project Manager (ERP Implementation) serves as the New Jersey Department of Education's (Client) primary, dedicated department-level leader for the statewide transition from the legacy accounting system (NJCFS) to the modern Oracle Fusion platform (NJHIVE). Reporting directly to the Director of the Office of Budget and Accounting, this hybrid role requires a unique blend of strategic project management, meticulous business process analysis, and change management. The consultant will not configure the software; instead, they will audit, document, and prepare Client's internal processes, interfaces, reporting, and personnel to ensure a seamless operational cutover, running through full post-implementation stabilization.
Core Responsibilities
  • Project Leadership & Governance: Serve as the central point of coordination between Client leadership, Client, OMB, vendors, and the centralized State NJHIVE team. Maintain risk registers, project schedules, issue logs, and executive readiness scorecards.
  • Business Process & Data Mapping: Audit, optimize, and map Client's current fiscal workflows (appropriation management, encumbrances, federal grants, accounts payable/receivable) into a comprehensive Fiscal Operations Process Library.
  • Ecosystem & Interface Assessment: Document all local systems, peripheral databases, and manual spreadsheets leveraging legacy data to identify technical gaps, SimpliGov workflow dependencies, and data conversion risks.
  • Reporting & Analytics Overhaul: Inventory all mission-critical fiscal reports, identifying updates or redevelopments required to align with the new NJHIVE Chart of Accounts (COA).
  • Change Management & Training: Design and execute a Department-wide Change Management and Communications Plan. Author user manuals, build the Future-State Fiscal Operations Manual, and administer role-specific training programs.
  • Testing, Cutover, & Hypercare Support: Coordinate local staff participation in State-led testing phases. Manage deployment cutover protocols and provide dedicated hands-on stabilization support (Hypercare) through the first full fiscal year close post-go-live.
Minimum Qualifications& Requirements
Education:
  • Bachelor's degree in Business Administration, Accounting, Finance, Information Technology, or a related field (Master's degree or relevant executive experience preferred).
Required Experience:
  • Minimum of 8 to 10 years of progressive, hands-on experience managing complex business transformations, enterprise-level ERP financial implementations, detailed process mapping, and project delivery.
Required Core Skills:
  • Mastery of current/future-state process mapping (Visio/Lucidchart), stakeholder management, and cross-functional project management frameworks.
