The Worldwide Aviation Support Services (WASS) program, an AAR business, headquartered in Rockledge, FL, provides global, world-class expeditionary and conventional aviation solutions to the US Department of State Air Wing.

**Role Description:**

The Flight Dispatcher supports the Worldwide Aviation Support Services WASS program by assisting in the planning, coordination, and monitoring of domestic and limited international flight operations in support of the United States Department of State, DoS, Bureau of Diplomatic Security, DS, and INLA. Operating from the Global Mission Center, GMC, this role provides foundational support in flight package development, including data entry for eAPIS and GENDEC, basic weather and NOTAM review, and coordination with vendors and internal teams under supervision. The Junior Dispatcher assists with maintaining operational awareness, ensuring required documentation is accurate and complete, and supporting communication between flight crews and operations personnel. Through adherence to established procedures and guidance from senior staff, this position contributes to safe, compliant, and efficient mission execution while developing proficiency in international aviation operations.

**Key R** **esponsibility:**

+ Prepare and support the development of international flight plans in accordance with ICAO, IATA, FAA, FCG, and host nation requirements.

+ Assist in the execution of operational control functions in accordance with WASS policies and established procedures.

+ Conduct basic route analysis, including review of NOTAMs, weather, alternates, and routing considerations.

+ Monitor flights and provide flight support to ensure safe and efficient mission execution.

+ Support coordination of international overflight and landing permits, diplomatic clearances, APACS submissions, and GENDEC documentation.

+ Ensure APACS requests and supporting documentation align with FCG guidance and country specific requirements.

+ Serve as a point of contact for flight crews, providing operational updates and support throughout mission execution.

+ Coordinate with handlers, FBOs, vendors, and internal teams to support mission requirements.

+ Verify accuracy of flight documentation, crew passenger data, and required international documentation.

+ Provide basic weather updates and operational information to support flight crew decision making.

+ Assist with coordination of ground handling services, fuel, catering, and crew accommodations.

+ Support irregular operations, IRROPS, including delays, schedule changes, and mission adjustments.

+ Follow established procedures for emergency situations and escalate issues to senior personnel as required.

+ Ensure flight packages and briefing materials are complete, accurate, and distributed prior to departure.

+ Monitor mission execution for compliance with approved clearances and operational requirements.

+ Maintain accurate logs, records, and documentation in support of reporting and audit requirements.

+ Support post flight activities, including reporting and data entry for operational tracking.

+ Assist with maintaining flight schedules and passenger information in approved systems.

+ Coordinate with other dispatchers to support continuous operational coverage.

+ Communicate mission updates, risks, and changes to appropriate personnel.

+ Support quality assurance efforts by reviewing data for accuracy and reporting discrepancies.

+ Work rotating shifts, including nights, weekends, holidays, and surge operations.

+ Perform other duties as assigned in support of WASS Flight Dispatcher operations.

Qualifications:

**Basic Qualifications:**

+ AS AA in Aviation, Aeronautical Science, Operations Management, or related discipline, or an equivalent combination of education and relevant flight dispatch experience.

+ Minimum of 10 years of professional flight dispatch experience, with demonstrated support to international operations.

+ Working knowledge of FAA, ICAO, and basic international aviation regulations.

+ Experience supporting international flight operations, including familiarity with overflight and landing permits, diplomatic clearances, APACS, and GENDEC eAPIS documentation.

+ Basic proficiency in aviation weather and NOTAM review.

+ Familiarity with flight planning and dispatch systems, e.g., WFS, Jeppesen, or equivalent.

+ Effective written and verbal communication skills to coordinate with flight crews and operational partners.

+ Ability to support shift based operations, including nights, weekends, and holidays.

+ Ability to work in a dynamic operational environment with changing mission requirements.

+ Must be eligible to obtain and maintain an active U.S. Secret security clearance and possess a valid U.S. passport

**Preferred**

+ FAA Aircraft Dispatcher Certificate or international equivalent.

+ Experience supporting government, charter, or special mission operations.

+ Familiarity with APACS, GENDEC, DoS, or military-adjacent aviation processes.

+ Prior experience in a 24 7 operations center or Global Mission Center.

+ Multilingual capability, Spanish or other languages preferred.

+ Meet program eligibility requirements for a rated or non rated aircrew member.

+ Possess an Airman Certificate.

+ Maintain an updated FAA Class II flight physical. Prior military service.

+ Proficient in Foreflight, SkyVector, Flightrader24, and SkyRouter.
