Position Summary
Loudoun County, Virginiaโ€”one of the fastest-growing counties in the U.S.โ€”is seeking a Deputy Program Manager / Project Controls Manager to support a $4B+ Capital Improvement Program (CIP) portfolio of 300+ active public infrastructure projects.
This role is embedded within the Department of Transportation and Capital Infrastructure (DTCI) and plays a critical leadership role overseeing program controls across county-funded transportation and facilities projects.
This is an opportunity to directly impact public infrastructure delivery at the county level, improving how projects are planned, funded, tracked, and delivered for a growing community.
Key Responsibilities

Program Controls Leadership (Public Infrastructure)

  • Lead program-wide controls for county/state capital projects (cost, schedule, risk, and performance)
  • Manage an integrated master schedule across multiple public infrastructure projects
  • Oversee financial tracking for public funding sources, budgets, and forecasts
Government Reporting & Oversight

  • Produce executive reports for County leadership, Board of Supervisors, and public stakeholders
  • Support structured reporting cycles aligned with public-sector governance requirements
  • Develop dashboards and KPIs using tools such as e-Builder/Trimble, Oracle, and Microsoft 365
Capital Program Standards & Processes

  • Establish and standardize PMO procedures aligned to public-sector project delivery
  • Support the development of Program Management Plans (PgMP) and agency-wide SOPs
  • Implement change control, risk management, and compliance processes for government projects
Cost Estimating & Public Budgeting

  • Support cost estimating for capital planning and funding approvals
  • Assist with CIP budgeting and cash flow forecasting in coordination with OMB
PMO Leadership

  • Serve as Deputy to Program Manager and lead PMO operations when needed
  • Mentor County staff and project managers on public infrastructure delivery best practices
Minimum Qualifications

  • 10+ years of experience in project controls or program management for public-sector infrastructure programs
    • (Required: county, municipal, state, DOT, or federally funded projects)
  • Demonstrated experience managing capital improvement programs (CIP), transportation, or public facilities projects
  • Strong background in cost control, scheduling, and reporting for government-funded projects
  • Experience working within or alongside public agencies (DOT, public works, capital infrastructure departments)
  • Proficiency with e-Builder/Trimble, Oracle, and Microsoft 365
  • Bachelorโ€™s degree in Engineering, Construction Management, or related field
  • Certifications such as PMP, CCP, PSP, EVP are strongly preferred
Preferred Experience
  • Experience working directly with county or state agencies
  • Familiarity with public procurement processes and compliance requirements
  • Experience with large-scale CIP portfolios ($500M+)
