Controls Engineer — Resident Site (Rockwell PLC / Industrial Networks)

Employer: INS3 LLC Primary Work Location: St. Louis, MO — onsite at a Local Wastewater Utility Employment Type: Full-time Reports To: Director of Operations / Project Manager (INS3 LLC)

Position Summary

INS3 LLC is seeking a hands-on Controls Engineer to serve as our resident technical resource at a Local Wastewater Utility. In this role you'll be responsible for the programming, integration, commissioning, and ongoing support of Rockwell Automation PLC systems and the industrial networks that connect them across treatment and collection-system facilities. The primary day-to-day focus is Rockwell PLC and network communications work. Experience with GE Proficy iFIX HMI/SCADA is a plus, but not required — we will train the right candidate.

This is a customer-facing position that requires strong technical skills, professionalism, and the ability to work both independently onsite and as part of the broader INS3 LLC team.

Key Responsibilities

  • Develop, configure, test, and commission Rockwell PLC applications (ControlLogix / CompactLogix) using Studio 5000 / RSLogix 5000.
  • Design, configure, and troubleshoot industrial network communications, including EtherNet/IP, managed industrial switches (e.g., Allen-Bradley Stratix / Cisco), VLAN segmentation, and device-level networking.
  • Diagnose and resolve control system and network faults in the field to minimize process downtime.
  • Support, maintain, and (with training) develop GE Proficy iFIX HMI/SCADA applications.
  • Perform onsite integration, startup, and commissioning at facilities (treatment plants, pump/lift stations, and remote sites).
  • Create and maintain project documentation: functional specifications, I/O lists, network diagrams, test plans, and as-built records.
  • Apply OT/ICS cybersecurity best practices in line with INS3 LLC standards.
  • Coordinate closely with operations and engineering staff, communicating status, risks, and resolutions clearly.
  • Adhere to all safety protocols for working in a water/wastewater environment.

Required Qualifications

  • 3–5+ years of hands-on Rockwell PLC programming experience (ControlLogix / CompactLogix, Studio 5000).
  • Working knowledge of industrial network communications, particularly EtherNet/IP and managed switch configuration.
  • Comfortable working in active plant/field environments and troubleshooting live systems.
  • Strong communication skills and a professional, customer-facing demeanor.
  • Valid driver's license and ability to travel to sites throughout the service area.
  • Ability to pass a background check and any client-required site clearances.

Preferred Qualifications

  • Experience in water/wastewater or other utility/process industries.
  • HMI/SCADA experience (GE Proficy iFIX).
  • Industrial network design/hardware configuration experience.
  • Familiarity with OT/ICS cybersecurity frameworks and network segmentation.
  • Rockwell Automation training or certifications.

Work Environment & Physical Requirements

  • Primarily onsite at facilities, with field work across treatment plants and pump/lift stations.
  • May involve work in mechanical/electrical rooms, outdoor conditions, elevated platforms, and occasionally confined or below-grade spaces (with appropriate training and PPE).
  • Ability to lift and carry equipment and tools as needed, climb ladders/stairs, and stand or kneel for extended periods.
