POSITION PURPOSE:
Provides strategic leadership and oversight for all Exceptional Children (EC) Transportations operations, including routing, vendor management, transportation systems, compliance monitoring, and staff supervision. Develops and implements new processes and procedures that ensure safe, efficient, compliant, and customer-focused transportation services for students with disabilities while maximizing operational effectiveness. Oversees transportation data management through ECATS, IEP transportation requirements, TIMS, and student transportation databases while ensuring compliance with federal, state, district, and contractual requirements.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Extensive knowledge of school transportation operations, routing systems, TIMS, ECATS, and transportation management software;
  • Comprehensive knowledge of laws, policies, and procedures governing public student transportation and Exceptional Children services;
  • Considerable knowledge of Microsoft Office, specifically, Microsoft Word, Excel, Power Point; Google Apps;
  • Exhibits strong leadership, supervisory, organizational, analytical, and project management skills;
  • Ability to develop, implement, and evaluate operational procedures;
  • Ability to communicate effectively and build collaborative relationships
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques
  • and tools to ensure appropriate flow of information, collaborative efforts, and feedback;
  • Ability to analyze data and make operational decisions that improve service delivery;
  • Ability to establish and maintain effective working relationships with students, mentors, teachers, administrators, school system staff and the community.

EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree in business administration, Public Administration, Transportation, Logistics, Education, Technology, or a related field;
  • Five years of progressively responsible transportation, logistics, routing, or related operational experience;
  • Three years of leadership and/or supervisory experience;
  • An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:
  • Working knowledge of North Carolina Department of Public Instruction (NCDPI) transportation regulations.
  • Experience supervising within a school transportation environment.
  • Experience with TIMS and ECATS.
  • Experience managing contracted transportation providers.
  • Experience utilizing GPS and Automated Vehicle Location (AVL) systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Provides leadership, supervision, coaching, and performance management for assigned staff.
  2. Develops and implements processes supporting EC transportation routing, vendor operations, compliance, and customer service.
  3. Ensures the accuracy and integrity of transportation data through ECATS, TIMS, and related systems.
  4. Assists with student uploads, database maintenance, mapping updates, street attributes, and system troubleshooting.
  5. Monitors contract vendor compliance, driver qualifications, inspections, certifications and performance standards.
  6. Collaborates with Special Education Services, Transportation leadership, vendors, schools, and families to resolve transportation concerns.
  7. Develops and delivers training programs for staff and transportation providers.
  8. Produces and analyzes operational, compliance, and state-required reports.
  9. Serves as the department subject matter expert on EC transportation operations and compliance.
  10. Perform other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This position operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, copiers and transportation-related technology systems. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires operation of a motor vehicle.
