Job description

Deliverables:
Collaborate with the GS division on the conceptual and empirical aspects of the April 2027 GFSR chapter provisionally titled "Cross-Border Financial Flows, External Positions, and Macro-Financial Stability." The scholar's advice on the analytical strategy and modeling work for the chapter will be highly valuable.
Expected output(s) and deadline(s):
  • September 2026 (2 days), via virtual meetings and email, feedback on the outline, input on data issues and econometric results obtained to date, and a discussion of policy issues and possible additional research questions.
  • October 2026/January 2027 (3 days), virtual and/or in-person meetings and emails for detailed discussion on the preliminary results of the individual workstreams. Exact dates to be determined depending on the progress of the project and scholar's availability.
  • January/February 2027 (1 day), via virtual meetings and email, feedback on the results and draft of the chapter.

Background/rationale for requesting short-term hire:
The objective is to produce an analytical chapter for the April 2027 GFSR, provisionally titled "Cross-Border Financial Flows, External Positions, and Macro-Financial Stability." The chapter will use granular data on investment fund holdings and foreign exchange derivative transactions to examine relevant issues such as how financial flows have contributed to mounting financial vulnerabilities, how recent structural shifts including increased presence of non-bank financial institutions (NBFIs) and increased usage of foreign exchange swaps have transformed the nature of these vulnerabilities, and how vulnerabilities can amplify the effects of financial stress and lead to future capital flow reversals and systemic crisis. Based on the findings, the chapter will put forward policy recommendations to strengthen macro-financial oversight across countries to better manage risks to financial stability stemming from large financial flow and stock imbalances.
