Job description

SAIC's Horizon 2 contract is seeking an energized and professional PERSEC Security Specialist to support the contract's secure operating facilities in El Segundo, CA.

You will support all facets of SAIC's Program and Personnel Security (PERSEC) processes assisting the CPSOs (Contractor Program Security Officer) and provide day-to-day support for Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) activities. Your background in applying sound and effective Program and Personnel security practices will be the driving force behind the success of our missions for the US Space Force (USSF) and Space Systems Command (SSC). Fun stuff you will do on the job:

  • Initiate, track, and monitor SCI and SAP clearance and program access request processing activities with government personnel to achieve appropriate access authorizations.
  • Execute all aspects of the PERSEC Program to include nominations, validation of access requirements, Non-Disclosure Agreements (NDAs), Letters of Compelling Need (LOCNs), and other PERSEC-related actions.  
  • Manage the Special Access Program Nomination Process (SAPNP); prepare, process, and/or review Program Access Requests (PARs) for accuracy and access eligibility.
  • Perform data entry and record checks in the Joint Access Database Environment (JADE) and Defense Information System for Security (DISS) and maintain all the applicable contract's personnel information to ensure accuracy.
  • Conduct SAP indoctrinations and maintain/track program accesses for all contract personnel.
  • Ensure proper accounting, control, transmission, packaging, safeguarding, and destruction of collateral, SCI, SAP, and COMSEC information and equipment.
  • Oversee classification management, including Top Secret accountability and media control.
  • Directly support government program offices and security officers in the development, implementation, and maintenance of program and personnel security endeavors.
  • Lead ongoing initial and annual security awareness, training, and education (SATE) efforts.
  • Assist in implementing and maintaining Standard Operating Procedures (SOPs), Emergency Action Plans (EAPs), security directives, regulations, manuals, and guidance.
  • Investigate possible/actual security incidents and coordinate with government security reps.
  • Participate in SAP Security and COMSEC compliance inspections and self-assessments.
  • Assist in the processing of inbound and outbound data transfer files.
  • Process and certify incoming and outgoing visit requests; provide facility escort assistance.
  • Assist with other miscellaneous support functions, to maintain an efficient operational security posture for programs and information systems, as directed by the site lead or Senior Security Representative.

This is You:

  • Bachelor's degree (preferably Security related) and 9+ years of related experience.
  • Active TS clearance with SCI eligibility, and willing to complete a polygraph.
  • Familiarity with Program Security responsibilities to include, but not limited to: OPSEC, Program Protection, Personnel Security, Security Training and Education, and Classification management.
  • Experience working with DISS and SCInet and working in a SAP and/or SCI environment.
  • Proficient with the Microsoft Office Suite, to include Word, Powerpoint, Outlook, and Excel.
  • Excellent verbal and written communication skills and be able to effectively communicate with all levels of management and government customers.
  • Must be able to work in a constantly changing regulatory environment and be able to work well within a team environment.
  • Ability to solve problems and think critically, sometimes independent of significant experience or documentation of the problem area.
  • Attention to detail and strong organizational skills are critical to the success of this position.

  • Prior experience working security processes in a SAP environment.
  • Knowledge and experience using SIMS and/or JADE.
  • Use of National Background Investigation Services (NBIS) and (National Industrial Security System) NISS.
  • Experience creating/updating plans, processes, and procedures.
  • Experience with Security Classification Guides (SCGs)
  • Working knowledge of ICD 705 and secure facility construction standards and requirements.
  • Have an understanding of DD254s to support government contracts.
  • Proficient in COMSEC operations.
