Job Description

We are seeking an experienced CSA Construction Manager to support the delivery of a major shipyard development project in the Philadelphia / Southern New Jersey region. The role will focus on the management, coordination, and field oversight of Civil, Structural, and Architectural (CSA) construction activities as part of the Owner’s Representative / PMC team.

The CSA Construction Manager will work closely with the Owner, PMC team, design team, general contractor, trade contractors, and local stakeholders to support safe, timely, and quality-driven project execution. This position requires strong field construction experience, coordination capability, and the ability to manage complex interfaces in an active industrial / marine construction environment.

Key Responsibilities

  • Provide day-to-day field oversight and coordination of CSA construction activities, including sitework, earthwork, foundations, concrete, structural steel, building envelope, architectural finishes, and related scopes.
  • Monitor contractor performance against the approved schedule, drawings, specifications, quality requirements, and project execution plan.
  • Coordinate with the general contractor, design team, subcontractors, and other discipline managers to resolve field issues and maintain construction progress.
  • Review and track CSA-related RFIs, submittals, field changes, NCRs, punch list items, and closeout documentation.
  • Support constructability reviews, work sequencing, logistics planning, and coordination of CSA interfaces with MEP, marine works, utilities, permitting, and operational constraints.
  • Participate in daily / weekly site coordination meetings and prepare clear field reports, progress updates, and action item trackers.
  • Monitor quality of work in place and support the QA/QC process to verify compliance with contract documents and project standards.
  • Identify construction risks, delays, interface conflicts, and potential change impacts, and escalate them to project leadership with recommended mitigation actions.
  • Support review of contractor lookahead schedules, manpower plans, material delivery status, and field productivity.
  • Coordinate with the safety team and contractors to monitor compliance with project safety requirements; contractor remains responsible for means, methods, and site safety execution.
  • Assist with review of payment applications, change order documentation, progress validation, and field quantity verification as needed.
  • Support turnover, commissioning readiness, punch list management, and closeout of CSA work packages.
Qualifications
  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Structural Engineering, or a related field preferred.
  • Minimum 8–10 years of construction management or field supervision experience, with strong CSA discipline experience.
  • Prior experience on large-scale industrial, manufacturing, infrastructure, marine, shipyard, or heavy civil projects strongly preferred.
  • Strong understanding of civil, structural, and architectural construction sequencing, field coordination, quality control, and contract document interpretation.
  • Experience working with general contractors, subcontractors, design teams, and Owner / PMC organizations.
  • Ability to read and interpret drawings, specifications, schedules, RFIs, submittals, and construction documents.
  • Strong communication, coordination, and problem-solving skills.
  • Experience working in union labor environments or complex local subcontractor markets is preferred.
  • Proficiency with Microsoft Office; experience with Procore, Primavera P6, Bluebeam, Autodesk Construction Cloud, or similar platforms is a plus.
  • Ability to work on site and actively manage field coordination in a fast-paced project environment.

Preferred Experience

  • Shipyard, marine infrastructure, port, industrial facility, manufacturing, or large-scale brownfield / greenfield construction experience.
  • Experience supporting Owner’s Representative, PMC, or CM-at-Risk delivery models.
  • Familiarity with permitting, utility coordination, logistics constraints, and multi-discipline interface management.
