Contract Specialist IV
Salary Group B22 $57,614 - $93,138

Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Contract Specialist V
Salary Group B24 $65,104 - $106,634

Performs highly advanced contract duties in direct support of agency transportation-related programs to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Essential Duties:

Contract Specialist IV

  • Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.

  • Negotiates contract renewals and amendments.

  • Assists in developing plans for implementing new contract evaluation requirements.

  • Assists in monitoring contractors' insurance certificates.

  • Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.

  • Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.

  • Composes and transmits conditional award notices.

  • Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.

  • Ensures contracts are payable and meet all legal requirements.

  • Executes agreements and contracts.

  •  Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts

  • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.

  • Makes presentations at local, state and federal levels.

  • May serve as a lead worker and the related tasks.

  • Meets with project managers to identify objectives, needs and issues concerning project contracts.

  • Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid; contacting bid list contractors; scheduling and conducting pre-construction/pre-bidding conferences and public bid openings.

  • Prepares cost analysis studies for contracts.

  • Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.

  • Performs other job responsibilities as assigned.

 Contract Specialist V

  • Develops plans for implementing new contract evaluation requirements.
  • Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur.
  • Monitors contractors' insurance certificates.
  • Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.
  • Confers with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts
  • Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
  • May serve as a lead worker by serving as a resource for complex questions: presenting workflow and operational updates to the supervisor/manager; providing input on team members career conversations; and approving leave requests to ensure operations coverage.
  • Coordinates start-work date ensuring all necessary materials will be available for the contractor.
  • Coordinates, reviews, processes and monitors third party advanced funding agreements and supplemental agreements.
Minimum Qualifications:Education: 

Contract Specialist IV

Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 

4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

Contract Specialist V

Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 

5 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: 

Contract Specialist IV/ Contract Specialist V

         Valid driver's license. This position requires driving a state vehicle.

         Safety Impact Certificate (may obtain after hire)

         Certified Texas Contract Mgr (CTCM) or Certified Texas Contract Dev (CTCD) (must obtain certification within 9 months of hire)
