Job description

Position Description
The Program Manager - Senior Contract Specialist provides overall program leadership and senior-level federal acquisition support for DOE/NNSA. This position is responsible for the management and oversight of contractor and subcontractor personnel while also supporting complex cradle-to-grave acquisition, contract administration, cost-type contract closeout, and procurement activities.
Key Responsibilities
  • Provide program management and oversight for all contractor and subcontractor activities performed under the assigned task order.
  • Serve as a primary contractor interface with the Government Contracting Officer (CO) and Contracting Officer Representative (COR) for performance, staffing, and day-to-day contract matters.
  • Monitor workforce productivity, quality, staffing continuity, workload distribution, and overall contract performance.
  • Provide acquisition support, including pre-solicitation, solicitation, evaluation, award, post-award administration, modification, and closeout activities.
  • Support acquisition planning, market research, source-selection documentation, proposal evaluation, cost/price analysis, negotiation support, and contract award documentation.
  • Provide general and cost-type contract closeout support, including reconciliation of audit information, de-obligation actions, and expired cost-type contract support.
  • Prepare recurring program status reports, identify risks or performance issues, recommend corrective actions, and keep Government stakeholders informed.
  • Ensure acquisition and contract management activities comply with applicable FAR, RFO, DEAR, agency policies, procedures, and guidance.

Minimum Qualifications
  • Bachelor's degree from an accredited institution.
  • Minimum of 7 years of contracting experience.
  • Experience performing senior contracting functions, including cradle-to-grave acquisition support.
  • Experience with general contract closeout and cost-type contract closeout procedures.
  • Experience with pre-award, solicitation, post-award, contract administration, and modification activities.
  • Minimum of 1 year of program management experience.
  • Candidate must be able to comply with DOE/NNSA security, badging, nondisclosure, information-protection, and facility-access requirements applicable to the assigned work.
  • Candidate must be able to work effectively in a high-volume, complex federal environment and produce accurate, timely, professional work products.

Preferred Qualifications
  • Experience with STRIPES, STARS, FAST, I-MANAGE/IDW, AMIS/PRISM, FedConnect, CPARS/SAM, and Microsoft 365.
  • Experience supporting NNSA Headquarters, NA-PAS, DNN, or other NNSA program offices.
  • Active DOE L or Q clearance strongly preferred.

Travel
This role may require travel to other DOE/NNSA or operational sites based on assigned tasking and Government mission requirements.
