Job Summary
The Routing Manager will provide excellent customer service for the system office and occasionally USG institutions. Routing Manager will maintain positive relationships with all business partners, customers and suppliers, and collaborate well with all levels of USO and USG personnel. Must be proactive in all follow up matters and be willing to connect multiple times while maintaining the aforementioned positive relationship for the same item or request.
This position is responsible for inputting, updating, and administration of contracts for multiple areas and departments. This position is responsible for maintaining a contract repository and system of contract management, ensuring suppliers are using contracted rates and meeting commitments per agreement, managing electronic contract files related to bids and notices posted, renewals for related contracts, and updating databases with contract information to maintain visibility for all USG institutions and audits.
It is preferrable for the Contracts Routing Manager to have experience with PeopleSoft Financials and/or Workday, eProcurement, and Jaggaer Marketplace and Jaggaer Sourcing Director applications. Successful candidate will assist end users with learning how to submit contracts for execution, as well as helping teammates with reviewing and working requisitions and purchase orders, ensuring all appropriate paperwork is obtained and dispatching of orders to end users and suppliers as needed.
This position may assist with training USO personnel in state purchasing requirements and purchasing software. Provides regular assistance and direction to other USO personnel related to purchasing policies and procedures with a focus on documentation requirements.
Responsibilities
Serves as the primary liaison for contract submissions, coordinating with Purchasing, Legal Affairs, suppliers, and end users to facilitate compliant contract terms and conditions and support contract execution throughout the contract lifecycle. Maintains contract records and supports ongoing contract administration through established contract management and repository systems. Reviews and processes departmental requisitions and contracts for accuracy and completeness, ensuring compliance with State procurement policies and institutional requirements. Responsibilities include verifying appropriate documentation, approvals, chart string and NIGP coding, and required supporting materials prior to routing through the Contract Routing Portal for signature and further processing.
Works with Contracting & Sourcing Manager and Business Owner to produce sole source and cooperative/consortium notices for annual and multi-year agreements as needed. Responsible for administration, annual renewals, change orders and amendments for assigned contracts.
Provides subject matter expert assistance and direction to USO personnel related to contract routing process and purchasing procedures; assists in delivery of purchasing training.
Provides reporting including statutory reporting: 1) Responsible for weekly and monthly Contract reporting and status updates of lifecycle and signature completion. 2) Review purchase order repository of all purchase orders issued including backup; 3) Assist in transparency in Government reporting for encumbrances annually; 4) Assist in Immigration Affidavit / E-Verify Contractor reporting annually.
Required Qualifications
Education: Bachelor's degree required
Experience: At least 3 years experience required.
Preferred Qualifications
Education: Bachelor's degree in a business discipline is preferred.
Experience: Contract knowledge and paralegal experience preferred. At least 3 years experience as a Buyer or similar position.
State of Georgia Certified Purchasing Manager (GCPM) certification is preferred. This will be a development goal in the first nine months if not currently holding the certification.
Knowledge, Skills, & Abilities
Skills and Attributes requires for successful completion of Job Responsibilities: Possesses or demonstrates the ability to obtain thorough knowledge of State of Georgia procurement regulations, including qualifications consistent with Georgia Certified Purchasing Associate (GCPA) standards. State of Georgia GCPA and/or Georgia Certified Purchasing Manager (GCPM) or Request for Proposals certification is preferred, with the expectation that, if not currently held, the training opportunity will be provided and it must be passed and obtained within 9 months of hire.
Must possess thorough knowledge of contract administration in accordance with the Georgia Procurement Manual and applicable policies. Experience with contract terms and contracting redline and revision is preferred. Attention to detail and ability to read long contracting documents is required. Must represent the best interests of the USG at all times, while maintaining an ability to collaborate with all levels of USO, USG and State Agency employees in a positive and effective manner.
Leadership: Works collaboratively with end users to educate and guide departments on proper procurement and submission procedures while delivering responsive, professional customer service. The role requires effective communication and the ability to work professionally with stakeholders at all organizational levels to ensure successful contract resolution and execution.
Management: Will manage the solicitation process, assigned contracts and affiliated purchases.
