Director Project Controls (Infrastructure)

Position at MTA Construction & Development

Agency Mission

MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. C&D is committed to delivering safe, innovative, and cost‑effective capital projects that enhance the customer experience and strengthen the reliability and resilience of the MTA system.

Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary

The Director of Projects has a significant level of authority for decision‑making, staffing, and budgeting for their functional area, subject to senior management’s approval on the most significant business and policy issues. The incumbent provides input into overall strategy and approach in consultation with departmental management and/or C&D Delivery Senior Management, supports the implementation of policy and procedural changes, and leads the development of technical leadership and continuous improvement initiatives within project controls.

Responsibilities
  • Provide proactive cost, schedule, and risk management support to the Program Director and Technical Services, optimizing projects and defining appropriate schedule, cost, and risk baselines.
  • Oversee project delivery performance relative to Project and Contract Baselines, applying effective project control practices by PCEOs and project teams.
  • Provide cost, schedule, and risk management input during the Select‑Phase stage to optimize project configuration and agree on the baselines.
  • Lead front‑end‑loading activities to identify opportunities to mitigate risk and realize benefits associated with project definition and emerging execution strategies, reducing delivery risk and maximizing value for money.
  • Ensure project delivery performance is monitored against baselines and appropriate project control practices are applied.
  • Lead Business Unit program and project control performance management and reporting activities.
  • Provide technical leadership and continuous improvement of schedule, cost, risk, and change management functions.
Education and Experience
  • Bachelor’s degree in Engineering, Architecture, Construction, Project Management, Business Administration, Transportation, or a related field.
  • Minimum of ten (10) years of related experience.
  • Minimum of five (5) years in a management or supervisory role and/or project manager role in a large, multi‑faced organization.
  • Licensed Professional Engineer or Registered Architect desirable.
  • PMI‑SP, VP, CCP, or CPE Certifications desirable.
  • Experience in project management or project controls with highly complex systems preferred.
  • Experience leading and managing contractors, subcontractors, or vendors.
  • Excellent communication and interpersonal skills.
  • Ability to build relationships and collaborate with stakeholders at all organizational levels.
  • Ability to work effectively in a high‑profile, high‑pressure environment.
  • Focus on delivering results, organizational effectiveness, and continuous improvement.
  • Proven leadership as a change agent and creative thinker, aligning business goals with solutions to drive process improvements.
  • Strong team‑building, listening, problem‑solving, and prioritization skills.
  • Proficient computer skills (Windows, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills.
