Position Summary: The VP, Network Operations & Chief of Staff plays a critical enterprise role in how the Network function operates, scales, and delivers results. This role is responsible for building and leading Network Operations (Shared Services) - centralizing repeatable, process-driven workflows across contracting, credentialing support, training, and provider support - while also serving as a strategic Chief of Staff to the EVP, Network. The position acts as the integrating force for the network operating model, ensuring work is visible, prioritized, and executed efficiently across segments, while preserving strong segment ownership and accountability. This is a high-trust, high-impact leadership role designed for a leader who combines operational rigor, strong relationships, and the ability to translate strategy into execution.
Key Responsibilities
Network Operations (Shared Services Leadership)
  • Lead Network Operations (Shared Services), a centralized function that builds and owns the frameworks, tools, operating cadence, and standards used by all network segments to execute contracting, credentialing, training, and provider support
  • Design and implement a single intake-to-execution workflow to make demand visible, prioritized, and governed
  • Establish and manage operating cadence, throughput tracking, and dashboards (cycle time, capacity, delivery)
  • Reduce duplication and manual handoffs across segments while improving speed to market
  • Partner with segment leaders to ensure shared services delivery aligns to segment priorities
  • Own the Network Financial Value Framework and performance dashboard (unit cost, utilization, leakage, VBC outcomes), partnering closely with Finance, Analytics, and Actuarial to integrate network economics into enterprise financial planning and board reporting
  • Build a scalable operating model that supports growth without proportional headcount increases

Chief of Staff to EVP, Network
  • Act as a thought partner and extension of the EVP, helping prioritize initiatives and manage executive bandwidth
  • Serve as the first escalation point for cross-segment issues, resource constraints, and operational blockers
  • Provide line-of-sight across all network segments and shared services to anticipate risks and opportunities
  • Ensure alignment between enterprise priorities and network execution
  • Support preparation of key materials and updates for ELT/Board discussions related to network strategy and performance

Cross-Segment Leadership & Change Management
  • Enable effective matrixed ways of working across segment leaders and shared services
  • Drive clarity around roles, decision rights, and accountability
  • Lead change with a steady, pragmatic approach that builds trust and adoption
  • Partner closely with Finance, Analytics, and other enterprise functions to improve economic visibility and performance reporting

Qualifications:
  • Bachelor's degree required (Business, Healthcare Administration, Operations, Finance, or related field); MBA/MHA or other advanced degree preferred.
  • 10+ years progressive leadership experience in operations, strategy, PMO, consulting, or healthcare services, including leading cross-functional, matrixed work.
  • Demonstrated experience building and scaling shared services or centralized operating models (intake-to-execution workflows, governance, capacity planning, KPI dashboards).
  • Strong knowledge of provider network operations (e.g., contracting lifecycle, credentialing/provider onboarding, provider support) in a payer, network management, MSO, delegated entity, or healthcare services environment (preferred).
  • Proven ability to partner with and influence executive leadership, including experience operating as a Chief of Staff / strategic advisor (or equivalent scope).
  • Track record of driving process improvement and change management across multiple teams (Lean/Six Sigma experience a plus).
  • Strong analytical and financial acumen-ability to translate operational performance into economic impact, resourcing needs, and priorities.
  • Excellent communication skills, including creating executive-ready materials for ELT/Board-level audiences.
  • High discretion, judgment, and ability to operate effectively in a high-trust role with sensitive information.
