Position Summary
CI² Aviation is seeking motivated individuals to join our team as Developmental Air Traffic Controllers (ATC Trainees) in support of the Federal Aviation Administration workforce development initiative. This role is designed for individuals pursuing certification as a Contract Tower Operator (CTO) and provides structured training to prepare candidates for operational responsibilities in FAA contract tower environments.
Developmental Controllers will complete classroom instruction, on-the-job training, and milestone-based certifications while working toward full Local Control certification and successful completion of the CTO exam. Candidates must successfully complete all required training milestones within 6-12 months of hire, unless otherwise approved by the FAA.
Essential Duties and Responsibilities
Training & Development
  • Participate in structured classroom training covering area knowledge, local procedures, and facility-specific operations.
  • Complete assigned Individual Training Plan (ITP) requirements.
  • Successfully progress through required training milestones.
  • Participate in on-the-job training with certified instructors.
  • Maintain training documentation and demonstrate proficiency throughout each phase of training.
  • Prepare for and complete the Contract Tower Operator (CTO) certification exam.

Air Traffic Control Responsibilities
  • Assist in managing the safe, orderly, and efficient movement of aircraft in designated airspace.
  • Learn and apply FAA regulations, procedures, and operational requirements.
  • Provide aircraft instructions related to:
    • Ground movement
    • Clearance delivery
    • Takeoffs
    • Landings
  • Monitor weather conditions and communicate relevant updates to pilots.
  • Maintain accurate operational logs and documentation.
  • Support operational safety standards within contract tower facilities.

Compliance & Reporting
  • Adhere to all FAA operational procedures and safety requirements.
  • Maintain training records required for FAA reporting.
  • Support documentation related to milestone completion.
  • Follow company and FAA compliance requirements throughout training.

Minimum Qualifications
  • Graduate of an FAA-approved **Air Traffic Collegiate Training Initiative (CTI/eCTI) program
    OR
  • Graduate of an approved CTO-P program
    OR
  • Former FAA or Department of Defense radar controller experience
  • Ability to meet all FAA eligibility requirements
  • Strong communication skills
  • Ability to work in high-pressure environments
  • Strong decision-making and situational awareness skills
  • Ability to multitask and maintain focus in fast-paced settings
  • Must be eligible to work in the United States

Preferred Qualifications
  • Previous aviation experience
  • Familiarity with FAA orders and regulations
  • Prior air traffic simulation or training experience
  • Strong teamwork skills
  • Military air traffic control experience

Work Environment
  • Airport control tower environment
  • Ability to work rotating shifts, weekends, holidays, and overtime as needed
  • Must be able to remain alert for extended periods
  • Ability to communicate clearly via radio and telephone systems
