Contract Software Engineering Manager information

What is a contract software engineering manager?

A Contract Software Engineering Manager is a professional who leads and oversees software development teams on a contractual basis, rather than as a permanent employee. They are responsible for managing engineering projects, guiding developers, and ensuring timely delivery of high-quality software solutions. Typically, they work for a specific duration or on particular projects, providing leadership, technical expertise, and process improvements. This role is ideal for organizations seeking temporary management support or specialized leadership for critical projects. Contract Software Engineering Managers often bring diverse experience from various industries and projects.

What are some unique challenges faced by contract software engineering managers compared to full-time managers?

Contract software engineering managers often face the challenge of quickly integrating into new teams and company cultures while rapidly understanding ongoing projects. They must establish trust and effective communication in a short period, all while delivering results within limited contract timelines. Additionally, contract managers may need to balance stakeholder expectations and project deliverables without the long-term context or authority that permanent managers might have. Adaptability, strong onboarding skills, and proactive relationship-building are key to thriving in this role.

What are the key skills and qualifications needed to thrive as a contract software engineering manager?

To thrive as a Contract Software Engineering Manager, you need strong leadership abilities, deep software development knowledge, and experience managing engineering teams, typically supported by a degree in computer science or related field. Familiarity with project management tools (like Jira or Trello), cloud platforms (such as AWS or Azure), and relevant certifications (e.g., PMP, Scrum Master) is often required. Outstanding communication, adaptability, and conflict-resolution skills help build trust and drive team performance in diverse, dynamic environments. These competencies ensure timely project delivery, high code quality, and effective collaboration with stakeholders.

This role will modernize and accelerate how SCI develops software - introducing agile, data-driven, and AI-assisted workflows to deliver faster, more reliable results while maintaining strict compliance with DO-178C and AS9100 standards.

The Software Engineering Manager will build and lead a high-performing organization that leverages the latest tools in automation, continuous integration, and AI-based engineering assistance to improve quality, traceability, and team efficiency.

Key Responsibilities
  • Lead all software engineering teams supporting SCI’s product lines, providing strategic direction and daily operational oversight.
  • Establish a modern software development framework emphasizing agility, accountability, and speed to delivery.
  • Implement AI-assisted tools to improve coding efficiency, requirements documentation, and verification accuracy.
  • Integrate CI/CD pipelines, automated testing, and DevSecOps principles to streamline software release processes.
  • Introduce metrics dashboards and accountability frameworks to track velocity, code quality, defect rates, and milestone adherence.
  • Drive cultural transformation by embedding continuous learning, technical excellence, and ownership at all levels.
  • Ensure all software meets DO-178C and cybersecurity requirements, maintaining rigorous configuration and change control.
  • Collaborate closely with Systems, Hardware, and Test Engineering to enable rapid integration and test cycles.
  • Develop a scalable organization structure, balancing FTEs, contractors, and future automation capabilities.
  • Partner with PMO to deliver accurate cost-to-complete forecasts and transparent milestone tracking.
  • Serve as the technical authority for software design standards, tool selection, and reuse strategies across all SCI product lines.
Required Qualifications
  • Bachelor’s degree in Computer Engineering, Computer Science, Electrical Engineering, or related field.
  • 10+ years of software development experience, with 5+ years of team or technical management.
  • Proven experience leading software organizations developing embedded or safety-critical systems.
  • Proficiency in modern toolchains (GitLab, Jenkins, Jira, SonarQube, Docker, etc.) and AI-assisted development workflows.
  • Strong command of agile methodologies, requirements traceability, and quality metrics.
  • Experience driving measurable improvements in software delivery speed and quality.
  • Excellent communication and leadership skills, capable of motivating teams and holding them accountable.
  • Ability to obtain a DoD Security Clearance.
Preferred Qualifications
  • Master’s degree in Engineering, Computer Science, or Technical Management.
  • Experience implementing AI-driven testing, documentation, or defect prediction within regulated environments.
  • Familiarity with DO-178C, DO-330 tool qualification, and automated verification frameworks.
  • Prior leadership in a multi-product defense electronics company.
  • PMP or Scrum Master certification.
Success Criteria
  • SCI’s software teams adopt AI-enhanced, agile development processes that measurably increase velocity and reliability.
  • Engineering efficiency improves year-over-year through automation, reuse, and intelligent assistance.
  • Product software releases are delivered on time, within cost, and with strong traceability compliance.
