Job Summary
Under direction of the Senior Vice President of Operations, the Program Manager will provide executive-level leadership, operational oversight, and strategic direction for a large-scale municipal security program spanning more than 50 facilities throughout the Bronx, New York.
This position is responsible for overseeing all operational, administrative, compliance, staffing, and client-relations functions associated with a high-profile public sector contract supporting multiple city agencies and stakeholders. The selected candidate will serve as the senior operational leader for the program and will be expected to maintain strong partnerships with agency leadership, law enforcement entities, emergency response personnel, and internal executive leadership.
The ideal candidate will possess substantial experience leading complex security or public safety operations in highly dynamic environments, with a demonstrated ability to manage large workforces, oversee multi-site operations, drive accountability, and maintain operational excellence across diverse stakeholder groups. Prior law enforcement, public safety command, or municipal operations leadership experience is strongly preferred given the nature of the agencies and facilities supported under this program.
Primary Responsibilities
  • Provide executive oversight of all operational and administrative functions associated with the contract, ensuring compliance with contractual obligations, operational directives, and company performance standards.
  • Serve as the primary operational liaison between Inter-Con executive leadership, client agencies, law enforcement partners, and other key stakeholders.
  • Lead and manage a large-scale workforce operating across 50+ facilities throughout the Bronx, ensuring consistent operational execution, staffing continuity, supervisory accountability, and service delivery excellence.
  • Direct subordinate managers, supervisors, and field leadership personnel while establishing clear performance expectations, accountability measures, and operational priorities.
  • Oversee workforce deployment strategies, staffing models, scheduling efficiencies, overtime mitigation initiatives, and operational resource allocation to ensure financial and operational objectives are achieved.
  • Maintain operational readiness across all assigned locations through regular inspections, quality assurance reviews, incident oversight, and compliance monitoring.
  • Ensure all personnel maintain adherence to post orders, agency procedures, regulatory requirements, and company standards while fostering a culture centered on professionalism, accountability, and customer service.
  • Provide executive oversight of incident management processes, including critical incident response, escalation protocols, investigative follow-up, corrective action implementation, and executive reporting.
  • Develop and maintain strong working relationships with agency representatives, police personnel, emergency management stakeholders, and external partners to support coordinated operational response efforts.
  • Prepare all weekly summary reports required for the operation, including but not limited to post incident reports and daily total guard hours.
  • Oversee the delivery of specialized security training required by contract.
  • Recommend and implement operational enhancements, policy improvements, and strategic initiatives designed to improve service delivery, operational effectiveness, and program performance.
  • Attend daily briefings and provide updates on all posts and communicate any issues, problems or concerns including the number of Agents on post and the number of relief Security Agents as required.
  • Engage subordinate Managers and Security Operators to ensure contract compliance and define performance expectations.
  • Ensure sound business practices are deployed to comply with financial performance projections.
  • Maintains high standards of competence through instruction and training for the Managers, Supervisors, and security personnel.
  • Support emergency operations and remain available to respond to operational matters during off-hours, weekends, emergencies, and critical incidents as required.

Qualifications
  • Minimum of eight (8) years of progressively responsible experience managing complex security, public safety, law enforcement, or large-scale municipal operations.
  • Prior law enforcement, public safety command, corrections, emergency management, or government security leadership experience strongly preferred.
  • Demonstrated experience overseeing multi-site operations, large workforces, and high-profile public sector or critical infrastructure environments.
  • Bachelor's degree preferred; equivalent leadership and operational experience will be strongly considered.
  • Must be highly organized and available during off-hours, weekends, etc.
  • Strong executive presence with exceptional leadership, organizational, interpersonal, and communication skills.
  • Individual must have experience managing Guard staff.
  • Must possess a valid Driver's License.
  • Ability to receive and disseminate information clearly is required.
  • Ability to support First Responders as directed is required.
  • Ability to multi-task and prioritize is required.
  • Individual must be highly organized and responsive.
  • Courteous, "customer-service" demeanor is required
