Job description

HarmonyTech Inc. is seeking a seasoned and exceptionally skilled IT Task Order Project Manager to become an integral part of our team. In this role, you will assume the critical responsibility of overseeing and providing executive-level management of a large Java EE modernization/transformation project and tasks. Your collaborative efforts will extend to working closely with senior-level management and other contractors within our client organization, where your primary goal will be to ensure the successful execution of tasks specified in the designated Task Order. An essential prerequisite for this position is proven experience in managing development of a large Java EE and Microservices architecture-based solution and a deep understanding of Agile methodologies such as SAFe, backed by substantial hands-on experience.
The work shall be performed at the client's location in Washington D.C.
Responsibilities:
  • Manage and oversee the contract/task order operations, ensuring adherence to quality standards and delivering outstanding work performance on all task orders and projects. Specifically perform the following project management tasks.
    • Create & maintain Project Management Plan
    • Create & maintain Master Integrated Project Schedule using Microsoft Project
    • Work with Cybersecurity team to complete Security Assessment and achieve Authorize to Operate (ATO) approval.
    • Create & maintain Communication Plan
    • Create & finalize Production Implementation Plan
    • Weekly Status Reports
    • Monthly Executive Meeting Progress Report
    • Respond to ad-hoc data calls
  • Plan, organize, and efficiently allocate resources to effectively execute work efforts within the assigned projects.
  • Assign resources based on their skills, experience, and project requirements, ensuring optimal performance and timely project completion.
  • Provide strong leadership and management to personnel, fostering a positive and productive work environment.
  • Implement effective risk management strategies to identify and mitigate potential project risks and issues.
  • Ensure the application of quality management practices, adhering to established standards and best practices.
  • Monitor overall project and contract performance, tracking progress, and promptly addressing any deviations from the plan.
  • Keep senior-level management within the client organization informed of the overall program status, including relevant projects, and their potential impact on the higher-level organizational strategic vision.
  • Provide subject matter expertise and unique technical knowledge to support decision-making and strategic planning.
  • Utilize Agile methodology with a preference for SAFe, incorporating best practices for Agile project management.
  • Manage and ensure completion of security assessments to achieve ATO approval.
Requirements:
  • Overall, ten (10) years of IT project management experience out of which at least seven (7) years of experience in managing large Java EE development and integration projects using Agile methodologies, such as SAFe.
  • At least five (5) years of experience in managing IT development projects for Federal customers. Experience in financial applications preferred.
  • Experience in cloud technologies with a focus on IT modernization and transformation using SaaS applications preferred.
  • Required at least three (3) years of experience in applying Earned Value Management methods and tools to measure the project progress and performance against cost and schedule constraints.
  • At least ten (10) years of experience with Microsoft Project
  • Proven ability to manage relationships with senior-level management as well as other contractors within client organizations.
  • Exceptional organizational and project management skills, with the ability to handle multiple projects.
  • Strong leadership capabilities and experience in effectively managing project personnel.
  • In-depth understanding of risk management principles and the ability to apply them in project settings.
  • Thorough knowledge of quality management methodologies and the ability to ensure adherence to standards.
  • Excellent communication and interpersonal skills, with the ability to convey complex information to diverse stakeholders.
  • Proactive and strategic mindset, with the ability to identify potential issues and propose appropriate solutions.
  • PMP certification and certification(s) in Agile project management preferred.
Education:
  • Bachelor's degree in a relevant field preferred, or equivalent experience.
