Summary
The Business Operations Manager serves as the principal advisor to the Chief of Staff for the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense Policy and Programs (ASW(ND-CBD)) and acts as the central focal point for all business, administrative, and resource management functions supporting the ND-CBD mission. Operating in a highly dynamic headquarters environment, the incumbent translates broad executive guidance into actionable policies and processes.

Incumbents typical work assignments may include the following:
  • Financial & Budgetary Oversight: Directs the complete financial management lifecycle, including long-term budget planning, Internal Operating Budget (IOB) development, execution, and resolving funding shortfalls or unanticipated requirements.
  • Workforce & Leadership Management: Leads civilian, military, and contractor teams, overseeing workforce shaping initiatives, staffing priorities, personnel management reviews, and the development of policies to optimize organizational efficiency.
  • Headquarters Operations & Continuity: Manages daily headquarters infrastructure, including office space allocation, IT systems, Continuity of Operations (COOP) emergency planning, and serves as the primary Security Representative.
  • External Liaison & Inquiry Integration: Coordinates, synthesizes, and integrates official organizational responses to high-level external inquiries from agencies such as Congress, OMB, GAO, and the Inspector General (IG).
  • Acquisition & Contract Performance Evaluation: Evaluates aggregate contractor cost, schedule, and performance trends to provide quantitative data for executive decision-making, while performing Contracting Officer's Representative (COR) duties.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the NH-04 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to meet specialized experience. Specialized Experience is defined as: Formulating and executing operating budgets to resolve funding shortfalls; supervising civilian, military, or contractor personnel to direct daily work; managing day-to-day facility operations, security protocols, and responses to external inquiries; and monitoring contractor cost, schedule, and performance trends.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
