Job#: 3035356
Job Description:
Engineer-Level 3 - Senior (11 - 15 Years)
Location: Juno Beach, Florida (Remote)
Employment Type: Contract
Role Overview
The Pipeline Engineer provides engineering design, analysis, and field support for natural gas transmission pipelines and associated facilities, including measurement and pressure regulation stations. This role involves supervising third-party engineering firms supporting projects from development through construction, testing, commissioning, and closeout. The objective is to ensure safe, compliant, and reliable pipeline systems. The position requires engagement in decision-making, technical analysis, and project coordination with a focus on utility-scale projects.
Key Responsibilities
  • Perform and support pipeline design and engineering in accordance with applicable federal regulations and industry standards (e.g., 49 CFR 192/195, ASME, API).
  • Conduct and support class location studies, MAOP verification, wall thickness design, and High Consequence Area (HCA) evaluations.
  • Participate in and support HAZOP and risk review sessions for pipelines, stations, and facilities, documenting findings and assisting with mitigation measures.
  • Support the design, specification, and review of measurement and pressure regulation (M&R) facilities.
  • Review P&IDs, equipment layouts, control philosophies, and vendor submittals; support station tie-ins, start-up, and commissioning.
  • Manage geotechnical investigations and review third-party HDD designs.
  • Provide vendor surveillance for major pipeline and station equipment, including shop inspection planning and participation in Factory Acceptance Testing (FAT).
  • Develop and review Inspection and Test Plans (ITPs), Quality Control Plans (QCPs), welding procedures (WPS/PQR), and welder qualifications.
  • Assist in defining hydrotest section limits, test pressures, and procedures, and support hydrotest execution.
  • Review and validate as-built drawings, alignment sheets, survey data, and ensure completeness of turnover packages.
Required Qualifications
Education: Bachelor's degree in Mechanical, Civil, or related Engineering discipline.
Experience: A minimum of 7 years of experience in pipeline engineering, facilities engineering, or pipeline construction support. The role is scoped for an individual with 11-15 years of experience leading engineering teams and providing oversight for major energy infrastructure projects.
Technical Skills: Working knowledge of natural gas transmission pipelines, station facilities, class location requirements, hydrotesting, welding, NDE, and CP fundamentals. Must have the ability to read and interpret engineering drawings, specifications, and field documentation. Strong communication skills and ability to work effectively with construction, operations, and supervise third-party engineering companies are required. Driving is required for this position.
Preferred Qualifications
  • Professional Engineer (PE) license or progress toward EIT certification.
  • Ability to utilize hydraulic modeling software to establish flow performance parameters.
  • Experience supporting M&R stations, CP systems, DCVG surveys, and start-up/commissioning.
  • Experience participating in HAZOP or formal risk review processes.
  • Familiarity with AutoCAD, alignment sheets, and pipeline data systems.
