JOB PURPOSE / POSITION OVERVIEW

The Project Engineer supports the successful execution of water and wastewater construction projects by providing project coordination, technical support, documentation, and financial tracking throughout the project lifecycle. This role works closely with Project Managers, Superintendents, subcontractors, consultants, owners, and field teams to ensure projects are delivered safely, on schedule, within budget, and in accordance with contract requirements, plans and specifications, regulatory standards, and company expectations.

Project Engineer plays a key role in maintaining project organization and supporting the day-to-day management of water and wastewater infrastructure projects. Responsibilities include assisting with RFIs, submittals, procurement, change orders, pay applications, cost tracking, schedule updates, project correspondence, and closeout documentation. The role will also support coordination of field activities and help facilitate communication between project stakeholders to identify issues, maintain accountability, and keep work progressing efficiently.

We are seeking a driven Project Engineer to support the planning, coordination, and successful delivery of water and wastewater construction projects. DUTIES / RESPONSIBILITIES

Project Coordination & Administration

• Assist in the planning, execution, and closeout of water and wastewater construction projects, including pipelines, pump stations, treatment facilities, and related infrastructure.
• Support Project Manager(s) with day-to-day project operations, coordination, and communication with owners, subcontractors, consultants, and field teams.
• Maintain accurate and organized project documentation, including contracts, plans, specifications, submittals, RFIs, change orders, and project correspondence.
• Distribute, track, and maintain project documents to ensure alignment and accountability across project teams.
• Assist with coordinating project activities between the office and field to support safe, efficient, and timely project execution.

Submittals & RFIs

• Prepare, coordinate, track, and manage submittals for water and wastewater construction projects, ensuring compliance with contract documents, plans, specifications, and client requirements.
• Draft, submit, and track Requests for Information (RFIs) to facilitate timely resolution of design, technical, and field-related issues.
• Coordinate with project managers, engineers, consultants, owners, subcontractors, and field teams to address project questions and maintain workflow.
• Maintain accurate logs and records for submittals, RFIs, document control, and other project controls.
• Monitor outstanding items and follow up with project stakeholders to support timely reviews, approvals, and project progress.

Cost Control & Financial Support

• Assist with project budgeting, forecasting, and cost tracking
• Support change order preparation and tracking for both clients and subcontractors
• Review invoices and assist with pay applications and billing processes
• Help identify cost impacts and support variance analysis

Scheduling & Planning

• Support the development, maintenance, and updating of project schedules for water and wastewater construction projects.
• Coordinate with Project Managers, Superintendents, and field teams to monitor progress, identify potential delays, and develop solutions to maintain project schedules.
• Assist with planning and coordinating material procurement, equipment needs, and delivery timelines to support uninterrupted field operations.
• Track key project milestones, upcoming activities, and schedule commitments to help ensure timely project completion.
• Assist with coordinating work activities among subcontractors, suppliers, and field crews to maintain project sequencing and productivity.

Field & Team Collaboration

• Maintain regular communication with Superintendents and field crews to support project needs
• Conduct job site visits to gain understanding of field operations and progress
• Support resolution of field issues through coordination with internal and external stakeholders

Project Closeout

• Assist with project closeout activities, including punch lists, as-builts, final inspections, testing/commissioning records, and owner turnover documentation.
• Coordinate with Project Managers, Superintendents, subcontractors, consultants, and owners to ensure all outstanding work and closeout requirements are completed.
• Ensure project documentation is complete, accurate, organized, and properly archived in accordance with contract and company requirements.

MINIMUM EXPERIENCE REQUIRED (KSA’s, Education, YOE)

• Bachelor’s degree in Construction Management, Civil Engineering, or a related field (or equivalent work experience).
• 3+ years of construction or related industry experience.
• Strong organizational and time management skills.
• Proficiency in Microsoft Office (Excel, Word, Outlook)

PREFERRED EXPERIENCE

• Experience with water, wastewater, underground utilities, heavy civil, treatment facilities, pump stations, or municipal infrastructure construction.
• Experience with construction management and project controls software such as Bluebeam, Procore, Viewpoint, Primavera P6, or similar platforms is preferred.

PHYSICAL DEMANDS / WORKING CONDITIONS (environment, noise level, public interactions)

• Office working environment with occasional travel to job sites
• Frequent use of telephone, computer, email, and other electronic devices to communicate with internal and external clients, trade partners, or vendors.
• Lift, push or pull objects up to 25 pounds.
• Will sit, stand, or walk short distances for up to the entire duration of shift/work day.
• Ability to wear required PPE on job sites.
• Job site visits require ability to maneuver around uneven terrain, large equipment, stairs.
