The final compensation package will be based on the candidate’s experience, seniority, federal relationships, ability to support growth, and demonstrated track record of helping organizations expand within the federal market.

Position Overview

Arch Systems is seeking a dynamic, relationship-driven, and forward-thinking Chief Innovation Officer to lead the company’s innovation strategy and help accelerate growth across the federal government market. This executive will play a critical role in positioning Arch as a trusted partner for federal agencies seeking to modernize operations, adopt emerging technologies, improve mission outcomes, and implement secure, scalable, and innovative solutions.

The most important requirement for this role is deep, established relationships across the federal government. The ideal candidate will be either a former senior government executive with strong access to federal agency leaders and decision-makers, or a senior executive from a large federal contractor or technology company with proven relationships across federal civilian agencies. This individual must bring trusted relationships with senior agency leaders, mission owners, program executives, technology decision-makers, acquisition stakeholders, contracting officials, and key industry partners.

This role requires a leader who can leverage those relationships to understand federal agency priorities, shape opportunities early, influence customer thinking, and position Arch before formal procurements are released. The Chief Innovation Officer must be able to open doors, build credibility with senior stakeholders, and convert strategic relationships into meaningful customer engagement, qualified pipeline, teaming opportunities, and contract growth.

The Chief Innovation Officer will lead Arch’s innovation efforts across artificial intelligence, generative AI, data modernization, cloud modernization, DevSecOps, cybersecurity, digital transformation, intelligent automation, agile software development, and broader IT modernization. The ideal candidate should understand how emerging technologies can be applied in secure federal environments and should be able to communicate the business, technical, and mission value of these solutions to both government and industry stakeholders.

This position will work closely with Arch’s executive leadership, business development, capture, proposal, delivery, and technical teams to support strategic growth.

Key Responsibilities
  • Build, strengthen, and maintain deep trusted relationships with senior federal executives, program leaders, technology leaders, contracting officials, acquisition stakeholders, mission owners, and key industry partners.
  • Leverage federal relationships to identify customer priorities, understand upcoming agency needs, shape opportunities early, and position Arch before formal procurements are released.
  • Use established relationships across federal civilian agencies to expand Arch’s visibility, credibility, and access to strategic growth opportunities.
  • Engage directly with senior government decision-makers and influencers to understand mission challenges and introduce innovative AI, IT modernization, cloud, DevSecOps, cybersecurity, and data-driven solutions.
  • Develop and lead Arch’s enterprise-wide innovation strategy focused on AI, generative AI, automation, IT modernization, cloud modernization, DevSecOps, cybersecurity, data modernization, emerging technologies, and federal mission transformation.
  • Identify federal agency priorities, technology gaps, and mission challenges that can be addressed through innovative, secure, scalable, and mission-focused technology solutions.
  • Support Arch’s business development and capture teams by shaping opportunities early in the acquisition lifecycle and positioning Arch as a differentiated innovation partner.
  • Translate agency needs into solution concepts, white papers, executive briefings, RFIs, prototypes, demonstrations, pilot programs, and proposal strategies.

  • Collaborate with technical delivery teams to ensure proposed solutions are practical, secure, compliant, scalable, and executable in federal environments.
  • Partner with capture, proposal, and solution architecture teams to develop win themes, technical approaches, oral presentation content, and customer-specific messaging for strategic opportunities.
  • Identify, evaluate, and cultivate strategic relationships with cloud providers, AI companies, cybersecurity firms, data platform vendors, large system integrators, small businesses, and specialized technology firms.
  • Represent Arch at federal industry days, conferences, customer meetings, technology forums, partner discussions, and executive briefings.
  • Monitor federal technology trends, AI policy, IT modernization priorities, cloud adoption strategies, cybersecurity mandates, acquisition trends, and emerging market opportunities.
  • Help expand Arch’s footprint across key federal agencies, including HHS, DHS, DOW, USDA, Treasury, NOAA, IRS, CMS, NIH, ACF, FEMA, TSA, ICE, CBP, and other federal organizations.
  • Support the development of thought leadership, market-facing content, innovation roadmaps, solution offerings, and customer engagement materials.
  • Work with delivery leadership to identify innovation and growth opportunities within existing contracts and help expand customer accounts through new capabilities and mission-focused solutions.
