APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE*** Job Summary This position serves as a Project Manager 2 Mechanical Engineer within the Department of Administration, State Public Works Division (SPWD) in Carson City. The incumbent is a licensed engineer responsible for managing a wide variety of capital improvement construction projects.
The incumbent develops scopes and budgets; negotiates and administers architectural/engineering (A/E) contracts; prepares, reviews, and approves plans, specifications, estimates, and contract documents in accordance with approved budgets; coordinates and approves bid documents with regulatory and administrative agencies; administers bidding procedures and bid openings; provides administrative and fiscal management of construction contracts, including review of change orders and progress payments; maintains established project budgets; and provides competent architectural design services for assigned in-house projects. The State Public Works Division (SPWD) is seeking a licensed mechanical engineer to lead and manage a diverse portfolio of capital improvement construction projects across Nevada. This position serves within the Department of Administration in Carson City and plays a critical role in advancing the State's infrastructure and built environment.
This role manages all phases of project development, including preparing scopes and budgets; negotiating and administering architectural and engineering (A/E) contracts; reviewing and approving plans, specifications, estimates, and contract documents; and coordinating bid documents with regulatory and administrative agencies to ensure compliance with applicable codes and standards. The position oversees bidding activities, directs bid openings, manages construction contracts, and ensures accurate review of change orders, progress payments, and project fiscal records. Throughout each stage of project delivery, the mechanical engineer maintains the project's established scope, budget, and schedule.
This position also provides professional mechanical design services for in-house projects and peer review of contracted design firms. Success in this role requires strong mechanical engineering expertise in HVAC, building automation controls, plumbing, and commissioning of mechanical and plumbing systems, along with effective collaboration and the ability to manage several complex projects simultaneously. The mechanical engineer supports SPWD's mission to provide well planned, efficient, and safe facilities for state agencies and contributes to the Division's vision of exemplary state facilities through professional judgment, teamwork, and pride in high-quality public service.
Essential Qualifications Minimum Qualifications Licensure as a mechanical engineer is required at the time of appointment and as a condition of continuing employment. Individuals licensed in another jurisdiction must obtain Nevada licensure within 12 months of appointment. Three years of professional mechanical engineering experience that includes the design and/or management of major construction projects and capital improvement programs involving building mechanical systems (e.g., HVAC, controls, mechanical distribution, plumbing, and energy systems)
Preferred Qualifications Experience working with regulatory agencies, project stakeholders, and multidisciplinary project teams Experience preparing and reviewing mechanical plans, specifications, cost estimates, and contract documents for public works projects. Experience managing construction contracts, project budgets, project schedules, and technical documentation. Special Requirements A pre-employment criminal history background check and fingerprinting are required.

Job Duties Project Planning and Design Manage all phases of capital improvement and construction projects, from initial planning through completion.
Develop project scopes, budgets, schedules, and technical criteria. Review and approve consultant-prepared mechanical plans, specifications, cost estimates, and contract documents to ensure compliance with applicable codes, standards, and project requirements. Provide limited mechanical design services for assigned in-house projects when necessary.
Contract and Procurement Administration Negotiate, prepare, and administer contracts for architectural and engineering (A/E) consultants. Coordinate project documents and submissions with regulatory and administrative agencies to ensure compliance with applicable codes, standards, and permitting requirements. Manage bidding activities, prepare bid packages, coordinate bid advertisements, and facilitate bid openings and award recommendations.
Prepare and administer construction contracts in accordance with NRS 338 requirements, including procurement coordination, contract terms, and contractor performance obligations. Construction Oversight and Fiscal Management Oversee construction contract administration, including review and approval of change orders, progress payments, and fiscal documentation. Monitor project expenditures and maintain project budgets throughout all phases of project delivery.
Conduct project site visits, inspections, and evaluations to assess construction quality, compliance, and progress. Stakeholder Coordination and Communication Collaborate with contractors, consultants, regulatory officials, and agency representatives to resolve design and construction issues. Prepare reports, correspondence, project updates, and technical documentation for SPWD leadership and project stakeholders.
Represent SPWD in project meetings, design reviews, coordination sessions, and stakeholder discussions. Documentation and Compliance Maintain accurate project records, files, and documentation in accordance with State policies, procedures, and audit requirements. Ensure all project activities comply with applicable State laws, building codes, accessibility standards, and administrative requirements.
Other Duties Perform related duties as assigned in support of SPWD's mission to provide well-planned, efficient, and safe facilities for Nevada's state agencies. Knowledge, Skills, and Abilities Knowledge of mechanical codes, HVAC design principles, building automation systems, plumbing systems, and fire/life-safety mechanical requirements. Knowledge of State and Federal regulations and statutes applicable to public works design, construction, permitting, and procurement.
Knowledge of quality control practices used to review consultant-prepared plans, specifications, estimates, and construction documents. Knowledge of cost estimating principles, budgeting methods, and project financial management. Skill in identifying, analyzing, and resolving design, construction, and project management problems.
Skill in maintaining thorough attention to detail in technical reviews, documentation, and fiscal oversight. Ability to collaborate effectively with contractors, consultants, regulatory officials, and multidisciplinary project teams. Ability to manage time effectively, prioritize multiple projects, and meet deadlines in a dynamic work environment.
Proficiency with Microsoft Office Suite, AutoCAD or Revit, and Bluebeam Revu.
