Job description

ELTANorthAmerica(ELTANA) is a global leader in the design, manufacture and support of innovative electronic systems for the United States government and Israel’s Ministry of Defense. ELTA NA is seeking qualified applicants for the position of Deputy Program Manager for Defense programs.

We are seeking a proactive and experienced Deputy Project Manager (DPM). The DPM is a key leadership position responsible for supporting the Project Manager in the overall administration, coordination, and execution of contract operations. The DPM ensures project goals, performance standards, and contractual requirements are met in alignment with corporate and customer expectations. This position serves as the alternate to the Project Manager and assumes full responsibility for management and decision-making in the Project Manager’s absence. The ideal candidate brings a blend of project management expertise, understanding of federal acquisition regulations (FAR), and the ability to communicate effectively with government clients and internal stakeholders.

Essential Duties and Responsibilities
  • Under general direction from the Senior Program Manager, responsible for all aspects of the development and implementation of assigned programs.
  • Assist in the development and implementation of project plans, including setting goals, budgets, and timelines.
  • Coordinate communication between project team members and other stakeholders to ensure effective collaboration and information sharing.
  • Monitor project progress, identifying any issues or delays, and propose adjustments to schedules or strategies as necessary.
  • Oversee the procurement of resources and materials, ensuring they meet project specifications and are delivered on time.
  • Implement risk management strategies to minimize project risks and prepare contingency plans for potential problems.
  • Facilitate project meetings, including preparing agendas, documenting discussions, and tracking action items.
  • Evaluate project outcomes against initial objectives and criteria, providing detailed reports on findings and recommendations for future improvements.
  • Support the project manager in contract administration, ensuring compliance with legal and organizational standards and addressing any disputes or variations.
  • Ensure adherence to quality standards and review program deliverables.
  • Ensure all program activities comply with contract terms, applicable regulations (FAR/DFARS), and organizational policies.
  • Provide technical and analytical guidance to program team.
  • Recommend and direct the analysis and solutions of problems.
  • Support pricing strategies and financial tracking in collaboration with finance teams.
Basic Qualifications
  • Bachelor’s degree in business, Engineering, Management, or a related field; master’s preferred.
  • 5–8 years of experience in project management, with at least 3 years in federal government contracting.
  • Strong knowledge of FAR/DFARS, contract types (CPFF, FFP, T&M), and compliance requirements.
Preferred Qualifications
  • Master’s degree in business, Engineering, Management, or a related field.
  • PMP, PgMP, or DAWIA certification preferred.
  • Travel: 10-20%; domestic and international.
