Overview

SRI is an independent nonprofit research institute headquartered in Menlo Park, Calif., with a rich history of supporting government and industry. For almost 80 years, we have collaborated across technical and scientific disciplines to discover and develop groundbreaking products and technologies and bring innovations and ideas to the marketplace.

SRI has an opening for a Sr. Contracts Officer to join our dynamic team of contract professionals. The position will provide cradle-to-grave government contract negotiation and administration services for assigned proposals and contractual agreements consistent with SRI business practices, as well as for ensuring SRI's compliance with customer contractual requirements. This also includes the responsibility for adhering to SRI's contracting policies and procedures and the interpretation and implementation of current government acquisition regulations and policies.

The position can work out of our Arlington, VA, Ann Arbor, MI or Boulder, CO offices.

Responsibilities
  • Review of RFPs to identify potential risks, development of appropriate risk mitigation techniques and terms, and review of proposal content to ensure compliance with RFP requirements
  • Conduct negotiations with clients on behalf of SRI, administer contracts, Other Transaction Agreements (OTAs), grants and cooperative agreements, and provide counsel and assistance to divisional research and project support personnel to ensure SRI and clients meet obligations fully and in a timely manner
  • Serve as an advisor to division management and project support personnel in areas of contract performance requirements and contract practices and regulations
  • Maintain strong and effective relationships with internal (e.g., technical, project staff, finance, security) and external clients
  • Work with other members of the Contracts Department located in different geographical areas and time zones 

This position has the authority to negotiate and obligate SRI to contract prices and terms within established guidelines and to sign off on proposals and contractual documents. 

Qualifications
  • Bachelor's in Business Admin or a related field or equivalent related experience in government contracting.
  • Knowledge of contracts/grants administration functions typically gained through approximately 7-10 years of increasingly complex responsibilities and experience in contracts environment required.
  • Candidates must be a US Citizen with the ability to obtain/maintain a TS/SCI clearance. A current active clearance is highly desirable.
  • Must have a strong familiarity and knowledge of government regulations (FAR, DFARS, etc.)
  • Must be detail-oriented and well organized
  • Must be able to work reasonably independently, prioritize workload using good judgment, and respond quickly to a variety of in-house and customer requests
  • Excellent written and oral communication skills - must have the ability to interact effectively orally and in writing with all levels of in-house and customer staff. Effective interpersonal skills, problem solving ability
  • Ability to travel to other SRI or customer sites as needed (minimal travel is anticipated)
  • Familiarity with Deltek Costpoint or similar ERP systems used by government contractors to store and access contract-related information is desirable.

The salary range is: $115,710-$155,000. Salary ranges will vary and are based on several factors, including geographic location, market competitiveness and equity amongst internal employees in similar roles. Positions may also qualify for SRI's Pay for Outstanding Performance program or the annual Performance Based Compensation program.
