Enterprise GIS Program Manager

Location: New York, NY
Duration: 12 months
Work Arrangement: Hybrid – 4 days onsite / 1 day remote

Overview

We are seeking an experienced Enterprise GIS Program Manager to provide strategic, technical, and programmatic leadership for enterprise Geographic Information System (GIS) initiatives.

The consultant will support the modernization, integration, governance, and expansion of enterprise geospatial capabilities across multiple business functions and infrastructure environments. This role will lead enterprise GIS strategy, architecture, data management, platform administration, systems integration, analytics, automation, and asset-management initiatives.

The ideal candidate will have extensive experience leading large-scale GIS programs, working with Esri enterprise technologies, managing spatial databases, integrating GIS with enterprise systems, and coordinating multidisciplinary teams and stakeholders.

Key ResponsibilitiesEnterprise GIS Strategy & Program Leadership
  • Develop and implement enterprise GIS strategies, roadmaps, and modernization initiatives.
  • Align GIS initiatives with organizational business and technology objectives.
  • Lead enterprise GIS governance initiatives, including standards, policies, and best practices.
  • Define functional and technical requirements for GIS initiatives.
  • Provide leadership in enterprise GIS architecture and solution design.
  • Develop centralized enterprise geospatial data models and implementation strategies.
  • Coordinate GIS programs involving multiple business units and stakeholders.
  • Manage multiple concurrent GIS initiatives, priorities, and deliverables.
Geospatial Data Management
  • Design and manage enterprise spatial database infrastructure.

  • Develop strategies for CAD-to-GIS conversion and integration.

  • Design and implement Linear Referencing Systems (LRS) for transportation and infrastructure assets.
Enterprise GIS Platform Administration
  • Lead deployment, configuration, and administration of enterprise GIS platforms utilizing Esri technologies.
  • Develop cloud-based GIS architectures supporting secure and scalable enterprise services.
  • Implement Common Data Environments (CDE) for geospatial information management.
  • Develop secure enterprise geospatial services for cross-functional collaboration.
  • Recommend improvements to GIS infrastructure, security, performance, and scalability.
  • Establish enterprise GIS administration and operational standards.
Enterprise Systems Integration
  • Lead integration of GIS with Enterprise Asset Management (EAM) platforms such as Infor, IBM Maximo, or comparable solutions.
  • Develop BIM-to-GIS and CAD-to-GIS integration strategies.
  • Support LiDAR, BIM, GIS, and asset-management workflows.
  • Integrate GIS with enterprise applications and technology platforms.
  • Design enterprise integration architectures supporting digital engineering and infrastructure initiatives.
  • Coordinate with application, data, infrastructure, and integration teams to deliver GIS solutions.
GIS Analytics & Decision Support
  • Develop advanced geospatial analytics supporting capital planning and infrastructure investment.
  • Design GIS-enabled business intelligence dashboards using GIS and Power BI.
  • Support spatial analytics and visualization initiatives.
  • Evaluate and implement emerging geospatial technologies and AI-enabled solutions.
  • Develop 3D geospatial visualization products supporting planning, engineering, and asset management.
  • Translate complex geospatial data into actionable business insights.
GIS Automation & Data Engineering
  • Develop enterprise GIS automation workflows utilizing FME Enterprise and related technologies.
  • Design automated ETL processes for enterprise geospatial data integration.
  • Improve GIS data engineering practices and operational workflows.
  • Automate GIS and EAM data synchronization processes.
  • Develop repeatable and scalable data-processing solutions.
  • Establish standards for GIS data transformation and integration.
Asset Management & Infrastructure Applications
  • Support enterprise asset lifecycle management using GIS technologies.
  • Develop and maintain utility network mapping and infrastructure asset inventories.
  • Support transportation and infrastructure asset-management initiatives.
  • Develop spatial asset-management solutions supporting capital investment planning.
  • Support GIS-enabled operational awareness and infrastructure-management applications.
  • Integrate geospatial information with engineering and asset-management workflows.
Technical Advisory Services
  • Provide expert guidance on enterprise GIS technologies, architecture, and industry best practices.
  • Evaluate emerging geospatial technologies and recommend appropriate implementation strategies.
  • Prepare technical documentation, implementation plans, standards, and architecture documentation.
  • Coordinate with engineering, information technology, operations, and consulting teams.
  • Provide technical recommendations to leadership and stakeholders.
  • Support additional GIS-related initiatives as required.
Minimum Qualifications
  • Bachelor's degree in GIS, Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline.
  • Minimum 10 years of progressively responsible experience leading enterprise GIS programs.
  • Demonstrated experience developing enterprise GIS strategies, governance frameworks, and implementation roadmaps.
  • Extensive experience with Esri Enterprise technologies and enterprise GIS architecture.
  • Experience designing and managing enterprise spatial databases.
  • Experience developing and implementing geospatial data governance programs.
  • Experience integrating GIS with Enterprise Asset Management (EAM) systems such as Infor, Maximo, or comparable platforms.
  • Experience working with BIM, CAD, LiDAR, and enterprise systems integration.
  • Strong knowledge of GIS cloud architecture and enterprise integration technologies.
  • Excellent written and verbal communication skills.
  • Experience presenting complex technical information to executive leadership.
  • Proven ability to lead multidisciplinary technical teams.
  • Ability to manage multiple concurrent programs and initiatives.
Preferred Qualifications
  • Master's degree in GIS, Engineering, Information Systems, or a related field.
  • Esri Enterprise Administration, ArcGIS Professional, or equivalent GIS certifications.
  • Experience implementing FME Enterprise automation.
  • Experience integrating GIS with Power BI, Bentley, PeopleSoft, and enterprise middleware platforms.
  • Experience supporting transportation, aviation, marine, rail, roadway, bridge, or other large-scale infrastructure environments.
  • Experience implementing Common Data Environments (CDE).
  • Knowledge of AI-enabled geospatial analytics platforms.
  • Experience supporting enterprise digital transformation and infrastructure modernization initiatives.
