Job Description:

PURPOSE OF POSITION:

Under the direction of the Project Controls & Scheduling Manager or designee, the Field Specialist-LCRR supports the utility's compliance with the EPA's Lead and Copper Rule Revisions (LCRR) by locating, identifying, validating, and documenting water service line materials throughout the utility service territory. This position involves field work, including accessing crawl spaces and areas beneath homes, to verify water service materials and accurately document findings using company computer systems or field collection applications. The role is critical in completing the utility's water service line inventory, ensuring regulatory compliance, and helping protect public health through the accurate identification of lead, galvanized, and non-lead service lines.

ESSENTIAL JOB FUNCTIONS:

  • Conducts field investigations to identify service line materials on public and private property.
  • Enters customer residences and businesses, including basements, crawlspaces, cellars, and mechanical areas to verify service line materials.
  • Collects and records data using GIS applications, asset management systems, and mobile data collection devices provided by City Utilities.
  • Updates utility maps, customer records, and tracking logs as directed.
  • Provides excellent customer service by addressing questions, concerns, and misunderstandings of LCRR requirements in a calm, informative, and customer-focused manner.
  • Follows all safety protocols during field inspections, including confined space awareness and excavation safety.
  • Reviews construction and historical records, permits, contracts, invoices, and service documentation to determine service line materials and identify potential material changes or replacements.
  • Reviews customer submitted service line identification surveys for completeness, accuracy, and alignment with LCRR requirements.
  • Determines the correct classification of galvanized services as Galvanized Requiring Replacement (GRR) or Galvanized -Non-Lead by reviewing historical service records. Analyzes the chronological service history to determine whether the service line was ever preceded by lead pipe or identify gaps, inconsistencies, or missing historical information and flag properties requiring further investigation or field verification.
  • Reports discrepancies, damaged infrastructure, or inaccessible locations to supervision.
  • Maintains daily productivity and accuracy standards.
  • Performs other duties as assigned by management.

QUALIFICATIONS:

Education and Experience:

High school graduate or equivalent is required. Experience in water utility operations, engineering, environmental compliance, construction, plumbing, or related field is required. Experience with GIS mapping, meter reading, or field inspections is preferred. Experience operating a computer and peripheral equipment is required.

Licensing/Certification:

Must have a valid driver's license.

Knowledge, Skills and Abilities:

  • Computer and data entry skills required.
  • General awareness of safety practices, including Lockout/Tagout (LOTO).
  • Strong attention to detail with the ability to identify data inconsistencies or errors.
  • Ability to organize and manage data in a structured, accurate manner.
  • Basic analytical skills to compare and reconcile information across systems.
  • Effective communication skills for documentation and team coordination.
  • Ability to:
    • Work independently in outdoor environments and confined spaces.
    • Work effectively with employees, vendors, customers, and contractors.
    • Organize, track, and maintain large amounts of information in a structured manner.
    • Follow instructions, procedures, and established standards.
    • Assist with field walkdowns, including observing and documenting equipment in an industrial setting.
    • Manage multiple tasks and adapt to changing priorities.
    • Maintain accuracy in detail-oriented work.
    • Effectively utilize a range of digital tools and platforms, including but not limited to Microsoft Office Suite, enterprise software, artificial intelligence-enhanced applications, and self-service systems. Must possess a willingness and capacity to learn and adapt to emerging technologies, including mobile devices, cloud-based systems, and data-driven platforms relevant to utility operations.
    • Maintain adherence to all company policies.

Physical Requirements:

Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer or other electronic device is required. At times this position requires walking for most of the workday and may require sitting, standing, grasping, bending, crouching, reaching, balancing, twisting, kneeling, pushing, pulling, and climbing. Must be able to enter, crawl, squat, and maneuver in confined and restricted areas (including, but not limited to, residential crawlspaces, cellars, and basements).Must be able to visually differentiate between color-coded lines and symbols associated with utilization of geospatial software. May be required to lift up to 20 pounds occasionally.

Working Conditions:

Normal office environment on occasion. Field work will encounter uneven terrain, muddy conditions, insects, dust, and confined spaces beneath homes. May require occasional late hours and weekend work.

Miscellaneous Requirements:

Required to wear uniform clothing provided by City Utilities.

Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

Must beable to work successfully with diverse groups of people.
