Job description

Job Title: Systems Software Programmer – Project Lead ( 13039)

Location: Columbia, SC 29210

Work Arrangement: Hybrid – 3 days onsite per week

Contract Duration: 12 months

Extension: Possible


Interview Process: Two rounds – first round via Microsoft Teams and second round in person


Candidate Location Requirement: The selected candidate must be prepared to attend an in-person second-round interview with limited notice. The hybrid schedule may change to fully onsite with little or no notice.

Position Overview

The South Carolina Department of Social Services is seeking an experienced .NET developer to join its Web Application Development team. The consultant will support the continued development and delivery of the Economic Services Re-Engineering initiatives and Refugee Management System.

The role requires strong hands-on experience designing and developing enterprise web applications, visual interfaces, web services, database-driven systems, and scalable application components.

Key Responsibilities

  • Design and implement medium- to large-scale software systems using Microsoft .NET technologies.
  • Develop web interfaces, web services, APIs, subsystems, and reusable application components.
  • Perform coding, unit testing, source-code management, build management, integration testing, and deployment.
  • Develop data-driven applications using Microsoft SQL Server.
  • Design and document application subsystems and system components.
  • Implement, troubleshoot, test, and debug application components.
  • Participate in integrated testing across test and production environments.
  • Collaborate with software engineers, technical leads, government teams, and business stakeholders.
  • Recommend appropriate APIs, messaging strategies, data interchange formats, and infrastructure requirements.
  • Support repositories, build systems, testing environments, and other technical infrastructure.
  • Mentor junior developers and share technical knowledge across the team.
  • Contribute to the new DSS Registration, Interview Center, and Eligibility System.

Required Skills

  • 7+ years of experience independently designing and implementing medium- to large-scale software systems using .NET architectures.
  • 5+ years of experience developing data-driven applications using SQL databases.
  • 5+ years of experience developing web-based software systems using:
  • N-tier architectures
  • Dynamic web content
  • Highly scalable application approaches
  • Complex security models and implementations
  • 2+ years of Angular development experience.
  • Strong experience with C#, ASP.NET, ASP.NET MVC, .NET, and web services.
  • Strong written and verbal communication skills.
  • Ability to clearly explain technical designs, implementation decisions, strengths, risks, and limitations.
