What is a Contract FinOps?

Contract FinOps professionals are specialists who manage the financial operations (FinOps) related to cloud contracts and services. They focus on optimizing cloud spending, overseeing budgeting, and ensuring that contractual agreements with cloud service providers are cost-effective and aligned with business needs. Their role involves analyzing usage data, negotiating contracts, and implementing financial best practices to maximize value from cloud investments. By bridging the gap between finance, operations, and IT, Contract FinOps professionals help organizations achieve transparency and efficiency in cloud financial management.

What skills and qualifications are needed to thrive as a Contract FinOps?

To thrive as a Contract FinOps professional, you need a solid understanding of financial operations, cloud cost management, and contract negotiation, often backed by a degree in finance, accounting, or a related field. Familiarity with cloud financial management tools like AWS Cost Explorer, Azure Cost Management, and FinOps frameworks, as well as certifications such as Certified FinOps Practitioner, is highly valuable. Strong analytical skills, attention to detail, and effective communication are essential soft skills for collaborating with technical and non-technical stakeholders. These skills ensure accurate financial planning, optimization of cloud spending, and alignment of business and IT goals for cost efficiency.

What challenges do Contract FinOps face when managing cloud costs across multiple vendors?

Contract FinOps professionals often encounter challenges such as tracking usage and expenses across various cloud providers, ensuring contract compliance, and optimizing costs while meeting business needs. Balancing cost efficiency with performance requirements and accurately forecasting cloud spend can also be complex due to fluctuating workloads and evolving contract terms. Effective collaboration with engineering, procurement, and finance teams is essential to gather accurate data and implement cost-saving measures.

Job description

Responsibilities:
  • Develop the technical roadmap and reusable patterns that enable teams to leverage LLM solutions where it makes sense. Starting with high-ROI pilots, you'll develop "easy button" templates and common resources for teams to adopt while preserving the flexibility for organizations to continue managing their own on-premise infrastructure when the mission demands it.
  • Architect end-to-end solutions for complex CNE services, creating integration patterns between legacy systems and new HPC, and ensuring solutions maintain security controls while improving performance and scalability.
  • Conduct technical assessments of existing infrastructure, working with stakeholders to unpack services running on aging platforms, document dependencies, evaluate utility, and build prioritization frameworks based on EOL dates, mission impact, cost efficiency, and user pain points.
  • Design modernized workflows and user experiences, reimagining how CNE developers interact with their development environment and leveraging new tools.
  • Above all ...make CNO the best place for software development at the agency. Create a development environment that will attract the best talent and keep them here, instead of chasing them away.

Required Skills:
  • US Citizens Only
  • TS/SCI with Polygraph required
  • Eight (8) years experience as a SWE in programs and contracts of similar scope, type, and complexity is required. Bachelors degree in Computer Science or related discipline from an accredited college or university is required. Four (4) years of additional SWE experience on projects with similar software processes may be substituted for a bachelors degree
  • Strong background in corporate services and stakeholder management, with the ability to build ROI models and translate technical decisions for executives, security teams, and mission developers.
  • 5+ years of deep systems engineering and cloud architecture experience, with a proven track record of building, breaking, and rebuilding complex enterprise infrastructure.
  • Demonstrated expertise in System Design/configuration/usability in production environments, including hands-on experience with HPC.
  • Prior experience leading infrastructure modernization and technical transformations, specifically executing incremental migrations rather than "lift and shift" approaches.
  • Familiarity with agency-specific cloud compliance nuances, particularly the processes surrounding ATO (Authority to Operate) and operations.

Desired Skills:
  • CNO development experience - understanding what developers actually need makes you a more effective infrastructure architect.
  • Enclave experience - you understand what makes restricted environments different - the constraints, the processes, and how security controls impact architecture decisions.
  • Cost optimization expertise - experience right-sizing cloud resources, building FinOps practices, or making defensible recommendations about when cloud implementations actually savemoney vs. when managed service costs spiral.
