Job description

ENGINEERING TECHNICIAN IV
Position Summary
Dynamic Planning & Response (DP&R) is seeking an experienced Engineering Technician III to support Department of Defense facility engineering, asset management, and construction support activities throughout the Pacific Area of Responsibility. The Engineering Technician V will provide technical expertise in facility assessments, engineering evaluations, construction support, asset management, systems confirmation, and Sustainment, Restoration, and Modernization (SRM) project execution.
The successful candidate will assist government personnel in maintaining facility records, evaluating infrastructure conditions, validating real property assets, supporting maintenance and repair projects, reviewing construction documentation, and preparing technical reports necessary to support installation readiness and mission requirements.
Background
The 9th Mission Support Command (MSC) Directorate of Public Works (DPW) is responsible for Real Property Ownership and Base Operations Support (BASOPS) across multiple geographically dispersed locations throughout the Pacific, including Hawaii, Alaska, Guam, Saipan, and American Samoa.
Essential Duties and Responsibilities
• Develop and modify engineering drawings utilizing AutoCAD, including plan and profile drawings and related engineering documentation.
• Perform field investigations, site assessments, and facility inspections to document existing conditions and support engineering evaluations.
• Verify and confirm conformance of maintenance, repair, and construction activities with approved drawings, specifications, standards, and contract requirements.
• Prepare engineering reports, facility assessments, technical evaluations, cost estimates, scopes of work, and supporting project documentation.
• Conduct facility condition assessments and document deficiencies involving structural, architectural, mechanical, HVAC, electrical, and civil infrastructure systems.
• Support the planning, design, execution, and closeout phases of Sustainment, Restoration, and Modernization (SRM) projects.
• Provide technical support for construction administration activities, including review of plans, specifications, submittals, requests for information, and field observations.
• Perform asset management activities including facility inventories, utilization assessments, systems confirmation, facility data validation, and real property record verification.
• Collect, analyze, and maintain facility and infrastructure data within Army and Department of Defense databases and systems of record.
• Coordinate with government personnel, contractors, and facility stakeholders to support project execution and facility management objectives.
• Assist with development of project requirements, independent government estimates, engineering studies, and technical recommendations.
• Support installation status reporting, facility readiness assessments, and infrastructure planning efforts.
• Travel as required to support facilities located throughout the Pacific Area of Responsibility.
Minimum Qualifications
• Minimum five (5) years of experience in the public or private sector performing engineering technician, facilities engineering, construction support, or related technical duties.
• Demonstrated experience utilizing AutoCAD for development and modification of engineering drawings, plans, and profiles.
• Experience confirming conformance to plans, specifications, standards, and technical requirements.
• Experience preparing engineering reports, technical studies, assessments, estimates, or related documentation.
• Experience conducting facility inspections, condition assessments, engineering evaluations, or infrastructure assessments.
• Experience supporting construction, maintenance, repair, or facility improvement projects.
• Working knowledge of engineering drawings, construction documents, technical specifications, and industry standards.
• Ability to collect, analyze, validate, and present engineering and facility data.
• Strong written and verbal communication skills.
• Ability to read, write, and speak English fluently.
• Ability to obtain and maintain installation access and successfully complete required background investigations.
Preferred Qualifications
• Experience supporting Department of Defense, Army, Army Reserve, Army Corps of Engineers (USACE), NAVFAC, Air Force, or other federal facility programs.
• Experience supporting Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), or facility sustainment programs.
• Experience supporting projects through planning, design, execution, closeout, and documentation phases.
• Experience supporting construction management or construction administration activities.
• Experience performing HVAC, mechanical, electrical, or building systems assessments.
• Experience utilizing Army or Department of Defense asset management, real property, maintenance, or work management systems.
• Experience conducting systems confirmation, facility utilization studies, and real property inventory validation.
• Experience preparing Independent Government Estimates (IGEs), cost estimates, or construction estimates.
• Active security clearance or ability to obtain a security clearance.
Work Schedule
Monday through Friday, 7:00 AM - 4:00 PM, excluding Federal holidays.
Travel Requirements
Periodic travel throughout Hawaii, Alaska, Guam, Saipan, American Samoa, and other locations may be required in support of mission requirements.
