Project Engineer- Dyess AFB
Work Location: Dyess AFB, TX
Salary: Based on experience and will be discussed with manager in interview
REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen
Position Summary:
The Project Engineer provides engineering, construction management, and contract administration support for federal construction projects at Dyess Air Force Base, Texas. The selected candidate will support the Government by reviewing contractor performance, monitoring project schedules, evaluating quality assurance activities, managing construction documentation, and providing technical guidance throughout project execution. The Project Engineer will work closely with Government personnel, contractors, designers, and stakeholders to ensure projects are completed safely, on schedule, within budget, and in compliance with contract requirements, federal regulations, and applicable engineering standards.
Duties/Responsibilities:
  • Review Quality Assurance work for technical accuracy and completeness, and providing technical guidance on plan, specification and applicable code interpretation.
  • Review contractor schedules for conformance with sound construction methodology, sequencing, and contract compliance.
  • Review and documentation of principal construction features, requirements, plans, specifications, submittals, and shop drawings in terms of field construction conditions, and for contract compliance.
  • Maintain situational awareness of contractor project activities, planned work, and necessary Government actions to prevent Government caused delays to construction progress.
  • Review of proposed changes in scopes of work and preparation of expert information to the Government's negotiation team for adjustments to project requirements, cost and duration.
  • Assist in the preparation of negotiation and change order management documents.
  • Consulting expertise in construction contract administration, construction management, and acquisition management.
  • Advise the Government in contract administration matters and Federal Regulations pertaining to construction acquisition.
  • Review of proposed changes to designs, specifications, and schedules to accommodate conditions at construction sites, or to expedite construction.
  • Partner with Contractor counterparts for successful project execution; emphasize a good working professional relationship with all contractor and stakeholder personnel. Maintain the common goal for successful performance of the project.
  • Manage input in RMS (Resident Management System) for submittals, RFI, data tracking
  • Perform BCOES and plan in hand reviews.
  • Prepare briefing materials for stakeholder engagements and present project background and status as often as necessary.
  • Perform other duties as assigned.

Education/Experience:
  • Bachelor's Degree in Engineering, Architecture, Construction Management, or a related field required.
  • Minimum of seven (7) years of engineering, architecture, construction management, or project management experience; OR ten (10) years of experience successfully managing construction projects.
  • Experience supporting U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), Air Force, or other federal construction programs preferred.
  • Experience with Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM) projects preferred.
  • Demonstrated experience with construction contract administration, quality assurance, project controls, scheduling, and change management.
  • Experience with Resident Management System (RMS) required or preferred.
  • Strong knowledge of FAR, DFARS, Unified Facilities Criteria (UFC), EM 385-1-1, and other federal construction regulations and standards.
  • Ability to read and interpret engineering drawings, specifications, schedules, shop drawings, and technical documents.
  • Strong written and verbal communication skills with experience preparing technical reports, briefings, and presentations.
  • Ability to obtain and maintain access to military installations.
