Job Description

ProSidian Seeks a Energy Data Management Contract Manager (CM) in Mid Atlantic Washington Metropolitan Area (Northern Virginia | Washington DC | Maryland) to support an engagement for the US Govt's combat logistics support agency that manages the global Dept. Of Defense supply chain - from raw materials to end user to disposition - for the Army, Navy, Air Force, Marine Corps, Coast Guard, 10 combatant commands, other federal agencies, and partner and allied nations.  The Agency provides the Department of Defense and other government agencies with comprehensive energy solutions in the most effective and efficient manner possible.

Provide Sustainment Restoration and Modernization Technical Support Services OBO The DLA Energy Sustainment Restoration Modernization (SRM) Division (DLA Energy- LM).  DLA Energy- LM is responsible for sustaining, restoring and modernizing the Department of Defense's (DOD) Petroleum, Oil and Lubricant (POL) infrastructure in order to maximize operational readiness on over 560 sites worldwide. 

The SRM Division provides guidance and assistance to DOD on the maintenance of the fixed POL facilities, to include working with the Office of Secretary of Defense on the DOD Faculties Sustainment Model and the Real Property Classification System. SRM's primary responsibility is planning, budgeting and overseeing maintenance, repair and construction projects in support of fixed fuel infrastructure.

SRM projects are managed into four pillars: Centrally Managed Programs (CMP), Emergent, Recurring Maintenance and Minor Repair (RMMR), and Facility Assessments. SRM Project Managers interact with the organization's stakeholders on a daily basis to manage POL assets for the Army, Air Force, and Navy. DLA's Enterprise Business System (EBS) is currently the system of record to manage and track all real property assets and financials.

The ProSidian shall provide support services in the following consulting and technical areas: (1) Strategic Planning; (2) Program Database Development; (3) Data Analysis; (4) Workflow process improvement; and (5) Senior Program Management.

Energy Data Management Contract Manager (CM) Candidates shall work to support requirements for PR0002 Other Logistical Support As Needed and The Federal Contracts Manager, is an individual contributor, who must have a solid understanding of statutory and regulatory rules that govern federal contracting.  This position requires an individual who has in-depth knowledge of the various aspects of US Federal Government contracting to include proposal development; negotiations, administration, and contract close-out. The Federal Contract Manager will administer contracts and develop/maintain business relationships at the project and program level. The candidate will implement contracting strategies, answer questions on the operational aspects of contracting and specific contract management aspects pertaining to the programs assigned; contribute to new and innovative business and contracting solutions; support business planning activities. The candidate must be independent and a self-starter and as much focused on the business of the business as they are on contractual matters.

  • Provide full life-cycle contract management including: Develop, negotiate, administer and close out Government Agency contracts and task orders.
  • Manage a number of key contracts supporting ProSidian Engagement Teams and ensure compliance with contracts policies, procedures, operating practices and department standards to ensure successful program execution within requirements and organization objectives.
  • Provide program development support, including customer relationship management, assistance with work statements and review/submission of technical/cost proposals.
  • Prepare, negotiate and administer various contract agreements (e.g. Non-disclosure Agreements, Software Evaluation Agreements, etc.) and the interpretation of contractual language and provisions.
  • Serve as a primary interface between ProSidian and the Agency or Prime Contractor Contracting Officers for contract and proposal financial management issues, including developing timely and actionable solutions that balance the interests of both ProSidian and its customers; monitor assigned programs for contract terms; support contract and financial tracking/reporting.
  • Work directly with ProSidian technical and program management staff to facilitate the resolution of any contract and/or program issues, serve as the Director of Contracts of ProSidian, on any procurement and contracting matters.
  • Foster collaborative working relationship with a wide range of stakeholders to include Program Teams, Operations, Program Control, Pricing, Sales, Procurement, Finance, Human Resources, and Government contracting personnel.

PRINCIPAL RESPONSIBILITIES

  • Maintain an in-depth knowledge and working understanding of the DoD acquisition and procurement environment, ProSidian contracts function, relevant company policies and procedures, commercial contracting methods, FAR/DFAR, export and other government regulations.
  • Manage/execute proposals and contracts requiring a high degree of experience and negotiation expertise.
  • Lead or support fact-finding and other audit activities.
  • Develop solutions to complex contracting issues, which require the regular use of ingenuity and innovation.
  • Work to be performed without appreciable direction. Ability to exercise discretion and independent judgment in the performance of duties.
  • Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers.
  • Uses computer skills to prepare appropriate reports and documents.
Qualifications

The Energy Data Management Contract Manager (CM) shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

BASIC QUALIFICATIONS:

  • Bachelor's degree in Business Administration, Finance, Accounting or related field or a Procurement related major and/or equivalent experience required.
  • At least 5 years of Contracting experience or equivalent with the DoD and/or DoD Contractor. Demonstrated experience with FAR/DFAR.
  • Communicate effectively both orally and in writing.
  • Experience analyzing, formulating, negotiating contract documents such as, Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), etc.
  • Experience in drafting and negotiating complex teaming arrangements or other types of contracting arrangements.
  • Experience with different contract types including firm fixed price, cost type, time and material contracts, and international FMS/DCS
  • Minimum Experience of Bachelor's plus 8 years of experience or the equivalent in job-relevant work experience 7 years of experience in contract negotiation/administration, preferably specializing in government contracts, procurement and/or contract management.
  • Thorough understanding of Federal Acquisition Regulations, Supplemental Regulations and Cost Accounting Standards, and preparing Cost and Business Management proposals. Experience with all forms of government solicitations (RFP, RFQ, and other forms) and managing all forms of government contracts (Cost-type, FFP, T&M ID/IQ contracts, GWACS, and GSA Multiple Award Schedules), including reviewing and understanding pricing, representations and certifications, and subcontracting issues.
  • U.S. Citizenship with the ability to obtain a U.S. Secret Department of Defense Security Clearance
