Definition Under the general direction and supervision of the Solid Waste Director or designee, the Contract Administrator - Solid Waste prepares contracts, performs project and construction management; ensures that the solid waste facilities are developed, operated and maintained in accordance with the contracts and regulations; assists with budgeting; and operates, repairs, and inspects solid waste equipment, facilities and landfills

Minimum Qualifications High school or GED; four years' experience in the solid waste field (up to three years of training in a solid waste or environmental science related curriculum may substitute for the experience on a year-for-year basis); Within the last five (5) years, must have three (3) years' experience in the preparation, administration and monitoring of contracts. Must have working knowledge of environmental laws and regulations related to waste disposal. Must be familiar with budgeting, supervision, and surveying.

Must possess or successfully attain Solid Waste Association of North America (SWANA) Manager of Landfill Operations (MOLO) certification within one year. Must communicate clearly and concisely, both orally and in writing. Must be proficient in both MS Word and Excel.

Must have and maintain a valid, unrestricted Alaska driver's license. This position will require flying in small aircraft or travel by barge or boat. Preferred Knowledge and Experience: Professional experience with service, construction and/or design professional contracts; professional experience referencing pertinent federal, state and local laws, codes and regulations including regulations concerning governmental purchasing code; one year of heavy equipment Essential Functions 1.

Administers contract oversight, monitoring contractor performance and tracking compliance within the terms of service agreements. Reviews required site records. Reviews contractor invoicing for accuracy.

Resolves contract payment disputes. Support mediation between contractors, other KPB divisions and external agencies, concerning contract payment and regulatory compliance. If observed, presents noted deficiency to the supporting contractor and develops a resolution path to resolve compliance.

2. Assists with the preparation of documents associated with: construction, operations, professional services, supplies and equipment, bidding and contracting. 3.

Provides project development, management, planning, and inspection. Reviews and documents the site operations and maintenance events in regard to the quality and quantity of materials, methods of placement, repair of materials and equipment, site development, and safety. 4.

Provides research, maintains records, prepares reports and documents in support of duties. Oversees the landfill computer system including program software development, staff and contractor training, and records management. 5.

Monitors and coordinates leachate, stormwater, and wash water treatment, sampling, collection, and disposal. Coordinates operation, maintenance and repair of fire suppression and detection systems. 6.

Provides information to the public on proper disposal methods for various wastes, if acceptable, at borough solid waste facilities. Performs research to ensure materials are acceptable. 7.

Conducts site surveying/measurements and compiles development data. 8. Operates, maintains, repairs and constructs improvements to solid waste equipment, vehicles, site and facilities.

Operates all heavy equipment and waste processing equipment. 9. Establishes and maintains effective working relationships with those contacted in the course of work, including borough employees, Authority officials and the general public.

10. Performs operation, repairs, minor construction, inspections, spill and abandoned material collection/cleanup, at other sites as needed. Loads, hauls and transports waste and recyclable material to various solid waste sites and to Anchorage.

11. Must complete training as required. Training may include, but will not be limited to, 40-hour hazardous waste certification, Manager of Landfill Operations certification, asbestos worker certification, refrigerant recovery certification, first aid, CPR, and CDL (commercial driver's license).

Other Functions: 1. Develops information and promotion data for displays, assembles displays and participates in public promotion events. 2.

Other related duties as assigned. Physical Demands While performing the duties of this job, the employee is frequently required to use hands and fingers dexterously to operate office equipment, tools or controls; reach with hands and arms; sit, stand, walk, climb, balance, stoop, kneel, crouch, and crawl: wear a respirator and other personal protective equipment; and communicate orally and in writing. Vision abilities required.

The employee must frequently transport up to 50 pounds and occasionally transport up to 100 pounds.
